Minute 84 - MAYOR'S COMMUNICATIONS


Minute Text :

The Mayor referred to the absence of Councillors Barney Gilfoyle and Dave Mitchell, both of whom had spend some time in hospital, and expressed best wishes on behalf of all members of the Council for their speedy recovery.

The Mayor also reminded councillors of the special charity appeal variety concert to be held on Saturday, 23 March 2002 in aid of Claire House.

Minute 85 - PETITIONS


Minute Text :

The Mayor received a petition presented by -

(a) Councillor Harry Smith on behalf of 17 signatories requesting the introduction of traffic calming measures in Brow Road, Bidston;

(b) Councillor Harry Smith on behalf of 105 signatories requesting the installation of closed circuit television monitors on the Ballantyne Estate, Bidston;

(c) Councillor Isabel Moon on behalf of 278 signatories requesting the introduction of parking restrictions in the vicinity of a DIY business in Bebington.


Minute Decision :

Resolved - That the petitions be received and referred to the appropriate Chief Officers in accordance with Standing Order 35.

"That, in the absence of any objections, items 3-6 on the Council Summons be formally moved and seconded and put to the vote without debate".

Minute 87 - PERIODIC ELECTORAL REVIEW - BOUNDARY REVIEW SUBMISSION

"That minute 620 (Cabinet - 14/3/02) and the report of the Borough Solicitor and Secretary be noted, and a submission be made to the Boundary Commission on the basis of proposals made by each political group separately with a memorandum, to be prepared by the Borough Solicitor and Secretary, indicating areas of agreement."

The motion was put and carried (61:2).

Minute 88 - LOCAL GOVERNMENT AND HOUSING ACT 1989 - ALLOCATION OF COMMITTEE PLACES

Moved by Councillor Foulkes
Seconded by Councillor P L Davies

"That, in connection with minute 599 (Cabinet - 28/2/02), the constitution and membership of committees and nominations for appointment as chairs, vice-chairs and committee spokespersons, be approved".

The Borough Solicitor and Secretary drew attention to changes that woudl need to be made to correct the information circulated to the Council in respect of the vice-chair of the Culture and Community Services Select Committee, the Conservative membership of the Planning Committee, and the Liberal Democrat deputies on the Ratification Committee.

Subject to those conditions, the motion was put and carried (61:2).


Minute Decision :

Resolved - That, in connection with minute 599 (Cabinet - 28/2/02), the constitution and membership of committees and nominations for appointment as chairs, vice-chairs and spokespesons, be approved as now submitted, subject to the corrections notified by the Borough Solicitor and Secretary (see appendix)

Minute 89 - MEMBERS' ALLOWANCES - REPORT OF THE INDEPENDENT PANEL

Moved by Councillor Foulkes
Seconded by Councillor P L Davies

"That the recommendations contained in the report submitted to the Cabinet on 14 March 2002, including the revised scheme of members' allowances set out therein, be approved subject to the following amendment:-

(a) that in the event that the Deputy Leader of the largest group is also the Deputy Leader of the Council, a special responsibility allowance of £10,625 pe paid;

(b) that in the event the Deputy Leader of the largest group is not the Deputy Leader of the Council, a special responsibility allowance of £8,500 be paid".

The motion was put and carried (61:2).

Minute 90 - LOCAL GOVERNMENT ACT 2000: ETHICAL STANDARDS FRAMEWORK - CODE OF CONDUCT FOR MEMBERS

"(1) That, subject to paragraph (2) below, the minutes of the Standards Committee, meeting on 19 February 2002, be confirmed or noted, as the case may be.

(2) That, in connection with minute 26 (Ethical Standards Framework - Code of Conduct for Councillors), the recommendations of the Standards Committee be approved and adopted."
