The Members on the Panel were invited to consider whether they had a personal or prejudicial interest in connection with any of the items on the agenda and, if so, to declare it and state the nature of that interest.

 

Councillor J Salter declared an interest in the application of Mr DR (minute 44 post) by virtue of being acquainted with the applicant.

The Director of Regeneration reported upon an application received to re-licence a Peugeot 406, registration number Y513 MJH, beyond the normal over-age date for a licensed private hire vehicle.  The vehicle had already been re-licensed for a further six months under delegated powers on 19 March 2009.  It had been licensed as a private hire vehicle since 11 March 2008 and had passed the compliance test necessary for a licence to be issued.

 

The owner of the vehicle was present at the meeting with her vehicle which members of the Panel inspected.  During inspection it was noted by a Member of the Panel that the door seals needed replacing.

 

Resolved - That the application to re-licence the Peugeot 406, registration number Y513 MJH be granted for a further six months due to the exceptional condition of the vehicle subject to the door seals being replaced.

The Director of Regeneration reported upon an application received to re-licence a Ford Mondeo, registration number X415 BDF, beyond the normal over-age date for a licensed private hire vehicle.  The vehicle had already been re-licensed for a further six months under delegated powers on 14 March 2009.  It had been licensed as a private hire vehicle since 14 September 2005 and had passed the compliance test necessary for a licence to be issued.

 

The owner of the vehicle was present at the meeting with his vehicle which members of the Panel inspected.

 

Resolved - That the application to re-licence the Ford Mondeo, registration number X415 BDF be granted for a further six months due to the exceptional condition of the vehicle.

RECOMMENDATION:  That, under section 100 (A) (4) of the Local Government Act 1972, the public be excluded from the meeting during consideration of the following items of business on the grounds that they involve the likely disclosure of exempt information as defined by the relevant paragraphs of Part I of Schedule 12A (as amended) to that Act.

The Director of Regeneration reported upon an application received by Mr ME for the grant of a Private Hire Driver’s Licence.  Mr ME attended the meeting and explained the circumstances of his conviction.

 

Resolved - That Mr ME’s application for the grant of a Private Hire Driver’s Licence be approved.

Minutes:

The Director of Regeneration reported upon an application received by Mr GG for the grant of a Private Hire Driver’s Licence.  Mr GG attended the meeting and explained the circumstances of his convictions.

 

Resolved - That Mr GG’s application for the grant of a Private Hire Driver’s Licence be approved.

The Director of Regeneration reported upon an application received by Mr NCH to consider whether he be allowed to continue to hold a Private Hire Driver’s Licence.  Mr NCH attended the meeting and explained the circumstances of his caution.

 

Resolved - That Mr NCH be allowed to continue to hold a Private Hire Driver’s Licence with a warning as to his future conduct.

The Director of Regeneration reported upon an application received by Mr RDK to consider whether he be allowed to continue to hold a Private Hire Driver’s Licence.  Mr RDK attended the meeting and explained the circumstances of his conviction.

 

Resolved - That Mr RDK be allowed to continue to hold a Private Hire Driver’s Licence.

HACKNEY CARRIAGE DRIVER LICENCE - CONVICTIONS INCURRED - DR

Minutes:

The Director of Regeneration reported upon an application received by Mr DR to consider whether he be allowed to continue to hold a Hackney Carriage Driver’s Licence.  Mr DR attended the meeting and explained the circumstances of his fixed penalty notice.

 

Councillor J Salter, having declared an interest in this application (see minute 35 above) withdrew from the meeting.

 

Resolved - That Mr DR be allowed to continue to hold a Hackney Carriage Driver’s Licence.

The Director of Regeneration reported upon an application received by Mr AMW to consider whether he be allowed to continue to hold a Hackney Carriage Driver’s Licence.  Mr AMW attended the meeting and explained the circumstances of his conviction.

 

Resolved (5:1 Councillor J Salter dissenting) - That Mr AMW be allowed to continue to hold a Hackney Carriage Driver’s Licence with a strong warning as to his future conduct.

HOME SCHOOL CONTRACT PRIVATE HIRE DRIVER LICENCE - APPLICATION TO RENEW - SPH

Minutes:

The Director of Regeneration reported upon an application received by Mr SPH for the renewal of his Home School Contract Private Hire Driver’s Licence.  Mr SPH attended the meeting and explained the circumstances of his conviction.

 

Resolved (5:1 Councillor Sue Taylor dissenting) - That Mr SPH be allowed to renew his Home School Contract Private Hire Driver’s Licence with a warning as to his future conduct.
