Resolved - That Councillor Sue Taylor be appointed Chair for this meeting.

The Members on the Panel were invited to consider whether they had a personal or prejudicial interest in connection with any of the items on the agenda and, if so, to declare it and state the nature of that interest.

 

No such declarations were made.

OVER-AGE VEHICLE - PEUGEOT 406, REGISTRATION NUMBER Y805 OBU pdf icon PDF 44 KB

Minutes:

The Director of Regeneration reported upon an application received to re-licence a Peugeot 406, registration number Y805 0BU, beyond the normal over-age date for a licensed private hire vehicle. The vehicle had already been re-licensed for a further six months under delegated powers on 12 April 2009 and upon expiry of that licence on 12 October 2009 a further six month licence was granted by the Licensing Panel. It had been licensed as a private hire vehicle since 13 October 2006 and had passed the compliance test necessary for a licence to be issued.

 

The owner of the vehicle was present at the meeting with his vehicle which members of the Panel inspected.

 

Resolved - That the application to re-licence the Peugeot 406, registration number Y805 0BU be granted for a further six months.

RECOMMENDATION:  That, under section 100 (A) (4) of the Local Government Act 1972, the public be excluded from the meeting during consideration of the following items of business on the grounds that they involve the likely disclosure of exempt information as defined by the relevant paragraphs of Part I of Schedule 12A (as amended) to that Act.

HOME SCHOOL CONTRACT PRIVATE HIRE DRIVER LICENCE - APPLICATION (AB)

Minutes:

The Director of Regeneration reported upon an application received from AB for the grant of a Home School Contract Private Hire Driver’s Licence.

 

Mr AB attended the meeting.  He outlined the reasons for the application and explained the circumstances of his convictions.

 

Resolved - That Mr AB’s application for a Home School Contract Private Hire Driver’s Licence be granted.

HACKNEY CARRIAGE DRIVER LICENCE - APPLICATION (ROI)

Minutes:

The Director of Regeneration reported upon an application received by Mr ROI for the grant of a Hackney Carriage Driver’s Licence.  Mr ROI attended the meeting and explained the circumstances of his convictions.

 

Resolved - That Mr ROI’s application for the grant of a Hackney Carriage Driver’s Licence be approved.

The Director of Regeneration reported upon an application received by Mr CM for the grant of a Private Hire Driver’s Licence.  Mr CM attended the meeting and explained the circumstances of his conviction and caution.

 

Resolved - That Mr CM’s application for the grant of a Private Hire Driver’s Licence be approved.

The Director of Regeneration reported upon an application received by Mr SPM for the grant of a Private Hire Driver’s Licence.  Mr SPM attended the meeting and explained the circumstances of his convictions.

The Director of Regeneration reported upon an application received by Mr WGP for the grant of a Private Hire Driver’s Licence.  Mr WGP attended the meeting and explained the circumstances of his convictions and cautions.

 

Resolved - That Mr WGP’s application for the grant of a Private Hire Driver’s Licence be approved.

ANY OTHER URGENT BUSINESS ACCEPTED BY THE CHAIR

Minutes:

The Chair informed that Councillor Alan Taylor would be standing down at the forthcoming election and thanked him on behalf of the Panel for his outstanding service and contribution to the lives of the people of Wirral.
