APPOINTMENT OF CHAIR

To appoint a Chair of the Panel.

Resolved - That Councillor Sue Taylor be appointed Chair for this meeting.

OVER-AGE VEHICLE - PEUGEOT 406, REGISTRATION NUMBER OU02 USH pdf icon PDF 44 KB

Minutes:

The Director of Law, HR and Asset Management reported upon an application received to re-licence a Peugeot 406, registration number OU02 USH, beyond the normal over-age date for a licensed private hire vehicle. The vehicle had already been re-licensed for a further six months under delegated powers on 7 April 2010.  It had been licensed as a private hire vehicle since 4 April 2005 and had passed the compliance test necessary for a licence to be issued.

 

The owner of the vehicle was present at the meeting with his vehicle which members of the Panel inspected.

 

Resolved - That the application to re-licence the Peugeot 406, registration number OU02 USH be granted for a further six months due to the exceptional condition of the vehicle.

OVER-AGE VEHICLE - RENAULT LAGUNA, REGISTRATION NUMBER DG02 DDE pdf icon PDF 44 KB

Minutes:

The Director of Law, HR and Asset Management reported upon an application received to re-licence a Renault Laguna, registration number DG02 DDE, beyond the normal over-age date for a licensed private hire vehicle. The vehicle had already been re-licensed for a further six months under delegated powers on 26 March 2010.  It had been licensed as a private hire vehicle since 27 March 2007 and had passed the compliance test necessary for a licence to be issued.

 

The owner of the vehicle was present at the meeting with his vehicle which members of the Panel inspected.

 

Resolved - That the application to re-licence the Renault Laguna, registration number DG02 DDE be granted for a further six months due to the exceptional condition of the vehicle.

Minutes:

The Director of Law, HR and Asset Management reported upon an application received to re-licence a Peugeot 406, registration number Y805 OBU, beyond the normal over-age date for a licensed private hire vehicle. The vehicle had already been re-licensed for a further six months under delegated powers on 12 April 2009 and upon expiry of that licence on 12 October 2009 the Licensing Panel granted a further six month licence and subsequently another further six month licence was granted on 20 April 2010..  It had been licensed as a private hire vehicle since 13 October 2006 and had passed the compliance test necessary for a licence to be issued.

 

The owner of the vehicle was present at the meeting with his vehicle which members of the Panel inspected.

 

Resolved - That the application to re-licence the Peugeot 406, registration number Y805 OBU be granted for a further six months due to the exceptional condition of the vehicle.

To consider any other business that the Chair accepts as being urgent.

The Director of Law, HR and Asset Management reported upon a request by Dave Roberts on behalf of Help for Heroes for a street collection on Tuesday 9 November.

 

Resolved - That the request for a street collection be granted.

 

75.

EXEMPT INFORMATION - EXCLUSION OF THE PRESS AND PUBLIC

The following items contain exempt information.

 

RECOMMENDATION:  That, under section 100 (A) (4) of the Local Government Act 1972, the public be excluded from the meeting during consideration of the following items of business on the grounds that they involve the likely disclosure of exempt information as defined by the relevant paragraphs of Part I of Schedule 12A (as amended) to that Act. The Public Interest test has been applied and favours exclusion.

 

Minutes:

Minutes:

The Director of Law, HR and Asset Management reported upon an application received by Mr GTB to consider whether he be allowed to continue to hold a Private Hire Driver’s Licence.  Mr GTB attended the meeting and explained the circumstances of his convictions.

 

Resolved - That Mr GTB be allowed to continue to hold a Private Hire Driver’s Licence with a warning as to his future conduct.

PRIVATE HIRE DRIVER LICENCE - APPLICATION (PL)

This report is exempt because it contains sensitive and personal information regarding the individual concerned.

 

Minutes:

The Director of Law, HR and Asset Management reported upon an application received by Mr PL for the grant of a Private Hire Driver’s Licence.  Mr PL did not attend the meeting.

 

Resolved - That Mr PL be instructed to attend a future meeting of this Panel should he wish to pursue his application.

PRIVATE HIRE DRIVER LICENCE - APPLICATION (RJS)

This report is exempt because it contains sensitive and personal information regarding the individual concerned.

 

Minutes:

The Director of Law, HR and Asset Management reported upon an application received by Mr RJS for the grant of a Private Hire Driver’s Licence.  Mr RJS attended the meeting and explained the circumstances of his cautions.

 

Resolved - That Mr RJS’s application for the grant of a Private Hire Driver’s Licence be approved.

HACKNEY CARRIAGE DRIVER LICENCE - ABUSIVE BEHAVIOUR TOWARDS A COUNCIL OFFICER (IR)
