Councillor S Taylor declared a prejudicial interest in respect of item 5 by virtue of her being a Trustee of the Wirral Egg Run Organisation.

OVERAGE VEHICLE - VOLKSWAGEN TRANSPORTER, REGISTRATION NUMBER KX53 UCB pdf icon PDF 61 KB

Minutes:

The Director of Law, HR and Asset Management reported upon an application to re license a Volkswagen Transporter, registration number DE52 HNK, beyond the normal over-age date for a licensed private hire vehicle. On expiry of a previous license on 4 September 2011, an application was made for a further six month licence, thereby extending it beyond the vehicle’s eighth birthday. After inspection and a satisfactory compliance test at Walsh Autos, one of the Council’s authorised testing stations, the licence was granted under delegated powers. The vehicle had been licensed as a private hire vehicle since 13 April 2004.

 

The owner of the vehicle was present at the meeting with his vehicle which members of the Panel inspected.

 

Resolved – That the application to re-licence a Volkswagen Transporter, registration number KX53 UCB be granted for a further six months.

OVERAGE VEHICLE - RENAULT LAGUNA, REGISTRATION NUMBER HN53 EBM pdf icon PDF 60 KB

Minutes:

The Director of Law, HR and Asset Management reported upon an application received to re-licence a Renault Laguna, registration number HN53 EBM, beyond the normal over-age date for a licensed private hire vehicle. The vehicle had already been re-licensed for a further six months on 23 September 2011. The vehicle had been licensed as a private hire vehicle since 24 September 2010 and had passed the compliance test necessary for a license to be issued.

 

The owner of the vehicle was present at the meeting with his vehicle which members of the Panel inspected.

 

ResolvedThat the application to re-license a Renault Laguna, registration number HN5 EBM be granted for a further six months.

Minutes:

Councillor S Taylor declared a prejudicial interest in respect of this matter (see minute 119 above) and left the meeting during its consideration.

 

The Director of Law, HR and Asset Management reported upon an application received from Grahame Clark for a Street Collection Permit on behalf of the Wirral Egg Run for Sunday 1st April 2012. The collection was to take place along the route of the Egg Run from New Brighton to Clatterbridge Hospital.


Mr Clark attended the meeting and presented the application and responded to questions by Members.

 

Resolved - That the application for a Street Collection Permit in respect of the Wirral Egg Run to take place on 1 April 2012 be granted.

EXEMPT INFORMATION - EXCLUSION OF THE PRESS AND PUBLIC

The following items contain exempt information.

 

RECOMMENDATION:  That, under section 100 (A) (4) of the Local Government Act 1972, the public be excluded from the meeting during consideration of the following items of business on the grounds that they involve the likely disclosure of exempt information as defined by the relevant paragraphs of Part I of Schedule 12A (as amended) to that Act. The Public Interest test has been applied and favours exclusion.

HACKNEY CARRIAGE DRIVER LICENCE - APPLICATION (JHD)

Minutes:

The Director of Law, HR and Asset Management reported upon an application received by Mr JHD for the grant of a Hackney Carriage Driver’s Licence.

 

Mr JHD did not attend the meeting.

 

Resolved - That Mr JHD be instructed to attend a future meeting of the Licensing Panel should he wish to pursue his application.

 

 

125.

PRIVATE HIRE DRIVER LICENCE - APPLICATION TO RENEW (GDE)

Minutes:

The Director of Law, HR and Asset Management reported on an application received by Mr GDE to consider whether he should be allowed to renew his Private Hire Driver’s Licence.

 

Mr GDE attended the meeting and requested that the matter be adjourned to a future date when his legal representative would be in attendance.

 

Resolved –

 

(1)  That the application made by Mr GDE to request an adjournment of the matter to a future date when his legal representative could be in attendance be granted.

 

(2)  That in the meantime Mr GDE’s licence be extended until the date of the next Licensing Panel meeting.

126.

PRIVATE HIRE DRIVER LICENCE - CONVICTION RECEIVED (TLJ)

Minutes:

The Director of Law, HR and Asset Management reported on an application received by Mr TLJ to consider whether he should continue to hold a Private Hire Driver’s Licence. Mr TLJ attended the meeting and made representations in respect of his application.

 

Members gave due consideration to Mr TLJ’s representations.

 

Resolved -

 

(1)  That Mr RLT be allowed to continue to hold a Private Hire Driver’s licence.

 

(2)  That Mr RLT be given a strong written warning as to his future conduct.

PRIVATE HIRE DRIVER LICENCE - APPLICATION (TAP)

Minutes:

 

The Director of Law, HR and Asset Management reported upon an application received by Mr TAP for the grant of a Private Hire Driver’s Licence.  Mr TAP attended the meeting and made representations in respect of his application for a Private Hire Driver’s Licence.

 

Resolved - That Mr TAP’s application for the grant of a Private Hire Driver’s Licence be approved
