APPLICATION FOR A STREET COLLECTION PERMIT pdf icon PDF 106 KB

Minutes:

Councillor D Mitchell declared an interest and did not take part in relation to this item. 

 

The Managing Director for Delivery reported that an application had been made for a Street Collection Permit from Sarah Preston on behalf of Autism Together, during the “Be In Birkenhead” event on 26 July 2017.

 

As the request for a permit was for a day other than Saturday, the application could not be determined under delegated powers. 

 

RESOLVED:

That the application for a Street Collection Permit in respect of Autism Together be granted.

APPLICATION TO APPROVE A FORD PRO CAB AS A HACKNEY CARRIAGE VEHICLE

Minutes:

The Managing Director for Delivery reported upon an application to license a Ford Pro Cab as a Hackney Carriage Vehicle. 

 

At the meeting of the Licensing, Health and Safety and General Purposes Committee on 25 November 2015, Members resolved that the consideration of applications for the approval of new makes and models of vehicles to be licensed as Hackney Carriage Vehicles be delegated to the Licensing Panel.

 

An application had been received from Allied Vehicles to approve a Ford Pro Cab as a Hackney Carriage Vehicle.  The vehicle was presented at the meeting, which Members of the Panel inspected.  Ms Bradley from Allied Vehicles was also available to answer any queries that Members had.

 

Members were advised that the vehicle had European Whole Vehicle Type Approval to M1 requirements and had been issued with a Vehicle Certification Agency (VCA) certificate.  The certificate was available at the meeting, for Members to consider. 

 

Members inspected the vehicle.

 

RESOLVED:

 

(1)  That the Ford Pro Cab be licensed as a Hackney Carriage Vehicle for seven passengers.

 

(2)  That the vehicle only be licensed to carry one front seat passenger.

21.

EXEMPT INFORMATION - EXCLUSION OF THE PRESS AND PUBLIC

Minutes:

Resolved – That, under Section 100(A)(4) of the Local Government Act 1972, the public be excluded from the meeting during consideration of the following items of business on the grounds that they involve the likely disclosure of exempt information as defined by the relevant paragraphs of Part 1 of Schedule 12A (as amended) to that Act. The Public Interest Test had been applied and favoured exclusion.

PRIVATE HIRE OPERATOR LICENCE - APPLICATION (KB)

Minutes:

The Managing Director for Delivery reported upon an application received from KEB, for the grant of a Private Hire Operator Licence. 

 

Ms KEB attended the meeting and made representations in respect of her application for a Private Hire Operator Licence and was accompanied by Mr C, who supported her application.

 

Ms KEB responded to questions from the Panel.  Members considered the representations made by Ms KEB and had due regard to their Policy in considering this matter.  Members applied the principle of proportionality enshrined in the Human Rights Act 1998 and concluded that the safety of members of the public was of paramount concern.

 

RESOLVED:

That Ms KEB’s application for a Private Hire Operator Licence be refused.

PRIVATE HIRE DRIVER LICENCE - APPLICATION (MH)

Minutes:

Item postponed, as the applicant did not attend the meeting.

 

RESOLVED:

That the applicant be requested to attend a future meeting of this Panel, should he wish to pursue his application in respect of a Private Hire Driver Licence.
