Members' Code of Conduct - Declarations of Interest

Members of the Panel are asked to declare any disclosable pecuniary and non pecuniary interests, in connection with any items on the agenda and state the nature of the interest.

 

Minutes:

Members were asked to consider whether they had any pecuniary or non pecuniary interests in connection with any items on the agenda and, if so, to declare them and state what they were.

 

Prior to the hearing Councillor Sullivan declared a personal interest in respect of item 3 by virtue of him being Ward Councillor.

OBJECTION: PROPOSED AMENDMENT TO LIMITED WAITING ORDER EXISTING 30 MINUTES WAITING, PROPOSED 60 MINUTE WAITING, ACACIA GROVE, WEST KIRBY pdf icon PDF 98 KB

The Panel considered the report by the Head of Environment and Regulation that reported of petitions of objection to, and support for, proposals to amend the existing limited waiting restrictions within Acacia Grove.

 

Mr Paul Barton, Senior Assistant Engineer outlined the report. Members heard that a request had been made by a Ward Councillor on behalf of a business from Acacia Grove whose customers require parking for longer than 30 minutes. Following this request, consultation was carried out with residents and businesses of Acacia Grove on the proposal to increase the existing limited waiting Monday to Saturday 9am to 6pm, 30 minutes, no return within 30 minutes to Limited Waiting Monday to Saturday, 9am to 6pm, 90 minutes, no return within 1 hour.

 

Members were informed that, after receiving feedback from residents of Acacia Grove, the proposals were amended and formally advertised in August 2014 to allow 1 hour waiting, no return within the hour. It was explained that these restrictions would be consistent with the majority of limited waiting restrictions within West Kirby.

 

Mr Evans, a Petitioner, in objection to the proposal addressed the Panel. It was reported that a petition of 130 signatures had been collected to support the objection. The Petitioner informed the Panel that it was his belief that if the proposal were to be approved then parking would be further limited in West Kirby, having a negative effect on customers and local businesses.

 

Mrs James, an Objector addressed the Committee and spoke of her concern that the turnover of parking spaces in Acacia Grove may be reduced by half if customers were permitted to park for 60 minutes.

 

Officers responded to questions by Members.

 

Members considered all representations made orally and in writing.

 

Resolved – That the Panel

 

(1)   note the objections received and the Officers’ responses; and

 

(2)  recommend to the Regeneration ad Environment Policy and Performance Committee that the proposals as described within the report be approved for implementation

OBJECTION: PROPOSED 20MPH SPEED LIMIT IN RESIDENTIAL AREAS, RIDGEWOOD DRIVE AREA (VARIOUS ROADS), PENSBY pdf icon PDF 102 KB

Having previously declared a personal interest Councillor Jim Crabtree replaced Councillor Mike Sullivan as Panel Member.

 

The Panel considered a report by the Head of Environment and Regulation detailing objections to proposed 20MPH speed limits in residential areas in various roads in Pensby.

 

Mr Carl Amos, Principal Assistant Engineer outlined the report. Members heard that this scheme had been considered a priority by Members of the West Wirral Constituency Committee as part of the allocated budget for ‘Improving Road Safety’ and ‘Promoting Active Travel and Health.’

 

Members were informed that consultation letters providing details and extents of the proposals had been delivered to over 900 households directly affected. During the consultation period two letters of objection had been received in relation to the cost involved and safety aspects.

 

Mr Green, an Objector addressed the Committee to inform Members of his belief that funding could best be spent in alternative locations.

 

Officers responded to questions by Members.

 

Members considered all representations made orally and in writing.

 

Resolved – That the Panel

 

(1)  note the objections received and the Officers’ responses; and

 

(2)  recommend to the Regeneration and Environment Policy and Performance Committee that the proposals as detailed in the report be approved for implementation.

OBJECTION:PROPOSED WAITING RESTRICTIONS BANKS ROAD/VICTORIA DRIVE AND DUNRAVEN ROAD, WEST KIRBY pdf icon PDF 100 KB

The Panel considered the report  of the Head of Environment and Regulation reporting upon an objection received against the proposal to introduce No Waiting At Any Time restrictions at the junction of Banks Road with Victoria Drive and Dunraven Road, West Kirby.

 

Mr Paul Barton, Senior Assistant Engineer outlined the report. Members heard that the proposed scheme had been identified as a priority by Members of the Wirral West Constituency Committee through recommendations from their Road Safety Task and Finish Group.

 

It was reported that objections had been received from 2 businesses in the vicinity of the proposal including a 52 signature petition. .

 

Mr Welsh , Petitioner, and local business owner addressed the Committee and informed Members that a further 238 signatures had been collected  in opposition to the proposal. Members heard how it was his belief that it may be more beneficial to introduce a reduction in the speed limit and limit parking hours.

Resolved - That the Panel-

 

(1) note the petition received and officers’ responses; and

 

(2) recommend to the Regeneration and Environment Policy and Performance Committee that the proposal to introduce waiting restrictions on Banks Road/ Victoria Drive and Dunraven Road, West Kirby be refused

OBJECTION: PROPOSED WAITING RESTRICTIONS (AVALON SCHOOL) CALDY ROAD/MOUNT ROAD,WEST KIRBY pdf icon PDF 102 KB

The Panel considered the report of the Head of Environment and Regulation reporting upon objections to proposed waiting restrictions outside Avalon School, Caldy Road/Mount Road, West Kirby.

 

Mr Paul Barton, Senior Assistant Engineer outlined the Report. Members heard that the proposed waiting restrictions had been recommended by the Wirral West Constituency   Committee Road Safety Task and Finish Group to be considered as a priority.

 

Members were informed that consultation letters providing details and extent of the proposals were delivered to 32 households directly affected. Following the consultation, five letters were received objecting to the proposed restrictions.

 

Dr Kidd, Chair of Governors of Avalon School addressed the Committee in support of the proposal.

 

Mrs Millington, local resident addressed the Committee in objection to the application.

 

Ms Bakkali, local resident addressed the Committee in objection to the application.

Members considered the timing of restrictions and opted to modify proposals to reduce restricted timings to No Waiting Monday to Friday 8:30am to 09:00am and 3:00pm- 4:00pm

 

Members considered all representations made orally and in writing.

 

Resolved that the Panel –

 

(1)  note the objections received and the officers responses.

 

(2)  recommends to Regeneration and Environment Policy and Performance Committee that the proposals as set out in the Report be modified to No Waiting Monday to Friday 8:30am to 09:00am and 3:00pm- 4:00pm and consulted upon in accordance with regulations and, subject to no objections begin received raising new issues, that the proposals be introduced as modified.

A Report by the Head of Regeneration and Environment reported upon an objection received to the proposed verge/ footway parking restrictions on Arrowe Road, Greasby.

 

Carl Amos, Principal Assistant Engineer outlined the report. Members were advised that  proposals as set out in the report had been recommended by the Wirral West Constituency Committee Road Safety Task and Finish Group to be considered as a priority.

 

Members heard that one objection had been received to the proposal from a resident raising concerns over inadequate parking at their property and therefore being required to park on the pavement.

Resolved that the Panel –

 

(1)  note the objection received and the Officers’ response and:
