Members' Code of Conduct - Declarations of Interest

Members of the Committee are asked to declare any disclosable pecuniary and non pecuniary interests, in connection with any items on the agenda and state the nature of the interest.

 

Minutes:

Members were asked to consider whether they had any pecuniary or non pecuniary interests in connection with any items on the agenda and, if so, to declare them and state what they were.

 

No such declarations were made.

The Panel considered the report of the Head of Environment and Regulation that reported upon an objection submitted against the proposal to introduce waiting and loading restrictions along Birkenhead Market Service Road, Birkenhead.

 

Carl Amos, Principal Assistant Engineer outlined the report. Members heard that the proposed waiting and loading restrictions had been developed at the request of The Grange and Pyramids Shopping Centre and Birkenhead Market Hall Management teams following concerns about obstructive parking and accessibility for traders and customers wishing to load and unload.

 

Members were informed that one objection had been received to the proposal relating to limited amount of disabled parking spaces in the Birkenhead area and concerns with stall holders with blue badges only being able to park for up to one hour.

 

Mr Brace addressed the Committee in objection to the proposal. Further documentation was produced with reference to the Road Traffic Act. Mr Brace expressed his concerns to the proposal and questioned whether adequate exemptions had been made for blue badge holders

 

The Committee had a brief adjournment to consider the additional information

 

The Committee then reconvened having accepted the additional information with reference to the proposal.

 

Officers responded to questions from Members.

 

Officers considered all representations made orally and in writing.

 

Resolved that the Panel-

 

(1)  notes the objections received and the Officers’ responses

 

(2)  recommend to the Regeneration and Environment Policy and Performance Committee that the proposals as detailed within the report be approved for implementation.

OBJECTION TO PROPOSED 20MPH SPEED LIMITS, WHITFIELD LANE/DOWNHAM ROAD SOUTH AREA, HESWALL pdf icon PDF 99 KB

A Report by the Head of Regulation and Environment reported upon an objection to the proposed 20MPH speed limits on Whitfield Lane/ Downham Road South, Heswall.

 

Carl Amos, Principal Assistant Engineer outlined the report. Members heard That the scheme as detailed din the report had been selected and prioritised by the Wirral South and Wirral West  Constituency Committee Road Safety Task and Finsh Group.

 

One objection had been received relating to the belief that funding could be better utilised elsewhere.

 

Officers responded to questions by Members

 

Members considered all representations made orally and in writing.

 

Resolved that the Panel –

 

(1)  note the objection received and Officers’ responses; and

 

(2)   recommend to the Regeneration and Environment Policy and Performance Committee that the proposals as detailed in the report be approved for implementation.

A Report by the Head of Regulation and Environment reported upon an objection to the proposed waiting restrictions at Eastham Rake.

 

Paul Barton, Senior Assistant Engineer outlined the report. Members heard That the scheme as detailed in the report had been selected and prioritised by the Wirral South Constituency Committee Road Safety Task and Finish Group.

 

Members were informed that one objection had been received from a local business owner detailing concerns of potential disruption to deliveries and some safety concerns with people accessing the nearby medical centre.

Members considered all representations made orally and in writing.

 

Resolved that the Panel –

 

(1)  note the objection received and Officers’ responses; and

 

(2)  recommend to the Regeneration and Environment Policy and Performance Committee that the proposals as detailed in the report be approved for implementation.
