APPLICATION FOR A STREET COLLECTION PERMIT pdf icon PDF 107 KB

Minutes:

The Managing Director for Delivery reported that an application had been made for a Street Collection Permit from Anthony Anson on behalf of Headway Wirral during the Dragon Boat Race at West Kirby Marine Lake on 20 May 2017.

 

As the request for a permit for a street collection was on the same day and the same area as another Charity was collecting, the application could not be determined under delegated powers.

 

RESOLVED:

That the application for a Street Collection Permit in respect of Headway Wirral be granted.

PRIVATE HIRE VEHICLE LICENCE APPLICATION - VAUXHALL VECTRA, REGISTRATION NUMBER DV56 GJJ pdf icon PDF 90 KB

Minutes:

The Managing Director for Delivery reported upon an application to re-license a Vauxhall Vectra, registration number DV56 GJJ, beyond the normal over-age date for a licensed private hire vehicle.  The date of first registration of the vehicle was 27 October 2006.  It had been licensed as a private hire vehicle since 27 November 2015 and the current licence was due to expire on 26 April 2017, however it had been extended to the day of this meeting.  The vehicle had passed the compliance test necessary for a licence to be issued.

 

The owner of the vehicle was present at the meeting with his vehicle, which Members of the Panel inspected.

 

RESOLVED:

That the application to re-licence the Vauxhall Vectra, registration number DV56 GJJ, be granted for a further six months.

PRIVATE HIRE VEHICLE LICENCE APPLICATION - PEUGEOT 307, REGISTRATION NUMBER NV07 DXP pdf icon PDF 90 KB

Minutes:

The Managing Director for Delivery reported upon an application to re-license a Peugeot 307, registration number NV07 DXP, beyond the normal over-age date for a licensed private hire vehicle.  The date of first registration of the vehicle was 17 May 2007.  It had been licensed as a private hire vehicle since 12 August 2013 and the current licence was due to expire on 3 April 2017, however it had been extended to the day of this meeting.  The vehicle had passed the compliance test necessary for a licence to be issued.

 

The owner of the vehicle was present at the meeting with his vehicle, which Members of the Panel inspected.

 

RESOLVED:

That the application to re-licence the Peugeot 307, registration number NV07 DXP, be granted for a further six months.

EXEMPT INFORMATION - EXCLUSION OF THE PRESS AND PUBLIC

The following items contain exempt information.

 

RECOMMENDATION:  That, under section 100 (A) (4) of the Local Government Act 1972, the public be excluded from the meeting during consideration of the following items of business on the grounds that they involve the likely disclosure of exempt information as defined by the relevant paragraphs of Part I of Schedule 12A (as amended) to that Act. The Public Interest test has been applied and favours exclusion.

PRIVATE HIRE DRIVER LICENCE (SMA)

Minutes:

The Managing Director for Delivery submitted a report for Members to consider whether Mr SMA should continue to hold a Private Hire Driver Licence.  Mr SMA attended the meeting and made representations in respect of his application.

 

Members gave due consideration to Mr SMA’s representations.

 

Members had regard to their Policy, however, after careful consideration of the representations made, exercised their right to consider each case on its own merits and on this occasion, Members were persuaded to act outside of their Policy in determining this application. 

 

RESOLVED (Councillors Abbey and Stuart dissenting): 

 

(1)  That Mr SMA be allowed to continue to hold a Private Hire Driver Licence.

 

(2)  That Mr SMA be issued with a written warning.

PRIVATE HIRE DRIVER LICENCE - APPLICATION (KC)

Minutes:

The Managing Director for Delivery reported upon an application received by Mr KC for the grant of a Private Hire Driver Licence.  Mr KC attended, with his representative, and made representations in respect of his application.

 

Members gave due consideration to Mr KC’s representations. 

 

Members had regard to their Policy, however, after careful consideration of the representations made, exercised their right to consider each case on its own merits and on this occasion, Members were persuaded to act outside their Policy in determining this application. 

 

RESOLVED:

That Mr KC’s application for the grant of a Private Hire Driver Licence be approved.

PRIVATE HIRE DRIVER LICENCE - APPLICATION (CAF)

Minutes:

The Managing Director for Delivery reported upon an application from Mr CAF for the grant of a Private Hire Driver Licence.  Mr CAF attended the meeting and made representations, together with his representative, in respect of his application.

 

Members considered the representations made by Mr CAF.  Members had regard to their Policy and on this occasion were not persuaded to act outside their Policy.

 

Members applied the principle of proportionality enshrined within the Human Rights Act 1998 and considered that the protection and safety of members of the public was of paramount concern.

 

RESOLVED:

That Mr CAF’s application for the grant of a Private Hire Driver Licence be refused.
