The exempt report of the Executive Director for Strategy seeks approval to provide a grant to the company named in the report to enable the delivery of a business support service in Wirral.

The report advises that the project is time critical and for commercial reasons a decision is required prior to the next meeting of the Cabinet.

Resolved –

(1)  That a grant, paid from the date of the signing of the legal agreement, be approved towards the business growth project being undertaken by the company named within the report.

(2)  That the Assistant Director: Law and Governance be authorised to draw up and sign a legal agreement between the Council and the business based upon the content of this report and subject to the detailed contracting process.

The report of the Assistant Director: Environmental Services sought approval for the designation of a new neighbourhood forum and neighbourhood planning area for Birkenhead North following publication of application documents, to comply with the relevant statutory requirements. These were published for public comment for six weeks between February and 22 March 2017. No comments were submitted during this period to indicate that the designation of the proposed Forum and its associated area boundary should be opposed.

The designation of a new neighbourhood forum and neighbourhood planning area could potentially support a wide range of Wirral Plan pledges, depending on the content of the proposals prepared by the local community.

Resolved –

(1)  That the Birkenhead North Neighbourhood Alliance is formally designated as the statutory neighbourhood planning forum for the Neighbourhood Area of Birkenhead North shown in Appendix 1 to the report, subject to the proposed constitution attached at Appendix 2 to the report; and

(2)  That the designations and the associated documents are published and advertised in accordance with Regulation 7 and Regulation 10 of the Neighbourhood Planning (General) Regulations 2012 (as amended).

The proposal of the Director of Public Health is for the recommissioning of the Healthchecks programme and the commissioning of Third Sector Infrastructure Support.

Resolved –

(1)  That the commencement of a procurement process, for the provision and delivery of the National NHS Healthchecks programme, for a 5 year contract (2018-23), be authorised.

(2)  That the commencement of a procurement process, for the provision of Third Sector Infrastructure Support, for an initial 3 year contract (2017-20) with the option of two one-year extensions, be authorised.

(3)  That the Director of Public Health be authorised to secure these services within the Council’s Contract Procedure Rules, and to take appropriate action in respect of ensuring their effective implementation.
