    The report of the Director of Adult Social Services advises that each local authority with social services responsibilities is required to determine and operate a fairer charging and fairer contributions policy (FCP) and must keep the FCP under review. It recommends a change to the Charging Policy for Transport, subject to consultation with users and stakeholders.
