To appoint NSL to undertake a Parking Enforcement Solution (including back office functions) Contract in support of the Wirral plan pledge : “Transport and Technology Infrastructure fit for the future” and Connecting Wirral Transport Strategy priority to keep traffic moving safely and efficiently.

Resolved –

That the appointment of NSL for the delivery of the Parking Enforcement Solution (including back office functions) Contract for a period of 5 (five) years with the option to extend the contract (conditional) for a further 5 (five) years be approved.

As detailed in the decision notice.

Continue as we are with a new ‘like for like’ contract.  This option was discounted following the soft market testing exercise as it was considered that the successful bidder would be able to provide a number of integrated services at a lower cost and offer long term benefits and improvements to the services.

Undertake the service “fully in house”. This option was discounted based upon a lack of internal capacity and extensive investment required in technical infrastructure.
