Purpose:
The purpose of the report is to seek approval
from the Director of Care and Health in respect of the Award of the
Local Healthwatch and the Independent Health Complaints Advocacy
(IHCA) in Wirral following a procurement exercise
Decision:
Resolved – That
1)
the progression of the award to notice for Local Healthwatch and
Independent Health Complaints Advocacy be approved.
2)
the award of contracts to the provider outlined in Appendix 1 be
approved.
3) the progression to notice of the award of the contracts be approved.
Reasons for the decision:
The services provided by the Local Healthwatch and the Independent Health Complaints Advocacy services are required to meet the Council’s statutory duty under the Health and Social Care Act 2012.
Alternative options considered:
A Direct Award was considered for the statutory Local Healthwatch and Independent Health Complaints Advocacy services. Since the implementation of the Health and Social Care Act, the incumbent provider has been delivering the Local Healthwatch service and they took over the NHS complaints advocacy in 2017, following the breakdown of the LCR contract with the Carers Federation. Since the original award there are new providers in the market, so it was agreed to undertake a competitive tendering exercise.
