Purpose:
The purpose of the report is to inform of the Director of Care and Health’s decision in respect of the Award of the Discharge to Assess Community beds following a procurement exercise.

Decision:
Resolved – That
1)
the award of the contract to the highest scoring tender within
the approved budget and in accordance with the Most Economically
Advantageous Tender (MEAT) criteria be approved.
2) the progression to give notice of the award of the contract be approved.
Reasons for the decision:
The new NHS led discharge to assess service will begin to mobilise from 1st September 2021. This will provide timely discharges and community step up to ensure system flow from the acute setting is achieved. The contract award is required to provide additional discharge to assess capacity as a transitional arrangement.
Alternative options considered:
Not to award the contract to any of the tenderers. The tenderers who did submit however, did meet the required quality and experience to deliver the outcomes of the contract award financially advantageous, as outlined in appendix 1.
Wirral Health and Care commissioning could have completed a closed market procurement, but we chose to complete an open market procurement.
