Purpose:

This report requests that the Director of Regeneration and Place agrees to award a construction contract to Mac Roofing & Contracting Ltd. The proposed  contract includes extensive Pitched Roof Replacement Scheme over a 16-week contract period. The proposed roof replacement scheme replaces an existing aged slate roof covering which is in a poor condition. The proposed Metrotile Slate 900 tile system, provides additional insulation to reduce heat loss.  The school is looking to install PV solar panels to the roof areas to provide much need energy efficiency and running costs.

  

The decision supports the delivery of the Wirral Plan 2021-2026  Brighter Futures theme by working together for brighter futures for our children, young people, and their families by breaking the cycle of poor outcomes for all regardless of their background.

 

This decision affects the Claughton Ward. This is not a Key Decision.

Decision:

Resolved – that the Director of Regeneration and Place has agreed to approve that Mac Roofing & Contracting Ltd be awarded the contract to undertake the Pitched Roof Replacement scheme at Bidston Avenue Primary School within approved budget and as the highest scoring tenderer in accordance with the lowest fixed priced criteria. 

 

 

Reasons for the decision:

The slate roof covering, at Bidston Avenue Primary School (“the school”) is in poor condition and is suffering from nail fatigue That is causing ongoing roof leaks and internal damage to the fabric of the building. 

 

The proposal to replace the existing roof covering will provide new loft insulation to improve the energy efficiency of the school and reduce its heat loss.  The proposed new roof replacement scheme will provide a stable, watertight roof covering to allow the school to have PV solar panels fitted in the future to enable a reduction in energy consumption.

 

Due to the poor condition of the existing roof covering, funding would be drawn from the school’s Devolved Formula Capital and Department for Education (DfE) Capital allocation at the start of the project.

 

A detailed specification of requirements was issued in August 2022 and a tender exercise undertaken. Two bids were received. The bids were scored on a fixed price basis with Mac Roofing & Contracting Ltd meeting the necessary criteria and submitting the lowest fixed price tender.

  • To do nothing with the fabric of the building would necessitate regular repairs to be undertaken. This would not be cost effective as it would result in areas of the building being taken out of use which would in turn affect educational requirement of the primary school pupils. It would also introduce health and safety risks to pupils and staff.
