Decision:

Approved the appointment of Deloitte LLP (Company number OC303675) following a direct award procurement route via CCS Management Consultancy 3 Framework for a 24-month term to provide consultancy services for the development of a business case for a regeneration delivery vehicle.

Reasons for the decision:

A direct award procurement process has been undertaken in accordance with the Council’s Contract Procedure Rules and Public Procurement Regulations for consultancy services to provide business case development and ongoing support.

This process has been run as a direct award through the Crown Commercial Services – Management Consultancy Framework Lot 2. The choice of procurement route and the use of Deloitte will bring significant benefits, value and efficiencies to aid delivery of business case.

Alternative options considered:

The Council have considered other tendering methods however there is considerable added value and continuity from awarding directly to Deloitte.

Other frameworks offering direct award were considered however Crown Commercial Services – Management Consultancy Framework was chosen because it offers a compliant route to market based on the clients’ requirements.
