Decision:
The Interim Director Regeneration & Place has approved that Springfield Mobile Ltd be directly awarded a contract to the value of £133,033.00 by way of a waiver pursuant to paragraph 12.4.1c of the Council’s Contract Procedure Rules to undertake the installation of a temporary mobile double classroom at Grove Street Primary School.
Reasons for the decision:
A detailed
Specification of requirements has been received in respect of St
Peter’s Catholic Primary School, St Peter’s Way,
Wirral, to accommodate the increased pupil numbers for the 2024/25
school year.
The Council’s Contract procedure Rules set out how contracts
are to be awarded by the Council in accordance with the Procurement
Strategy requirements.
In this instance a direct award to Springfield Mobile Ltd via a
waiver pursuant to paragraph 12.4.1c Council’s Contract
Procedure Rules would be in the interests of the Council, be
lawful, and provide value for money. This is on the basis of the
restricted timeframes to have classrooms ready for the 2024/25
school year. The process will be underpinned by a formal contract
which will be drawn up by the Council’s legal team.
Alternative options considered:
The school cannot
accommodate the increased pupil numbers within its existing
building, so no other options were available.
The option of not proceeding with the temporary classrooms project
would mean that these pupils would not be able to be located within
the school.
Interests and Nature of Interests Declared:
The decision has been taken under Part 3 Section C - Overview and Scheme of Delegations of Authority to Officers as the decision is not reserved to a Committee or Sub-Committee and the Director is satisfied that paragraphs 2(a) to 2(c) apply.
