Decision details

Decision to commence with the procurement exercise for the Pre Construction Services Agreement (PCSA) and enabling works for the Dock Branch North Infrastructure Project

Decision Maker: Director of Regeneration and Place

Decision status: Recommendations Approved

Is Key decision?: Yes

Is subject to call in?: Yes

Purpose:

Dock Branch North Project aims to transform the historic Dock Branch rail corridor into a vibrant public space, connecting key areas of Birkenhead by providing a safe and accessible link for cyclists and pedestrians from Hind Street to Wirral Waters and unlock adjacent development potential in the area.

The project has finished RIBA stages 0-3, and now requires a contractor to provide a RIBA Stage 4 design (detailed design) and enabling works package (preparatory activities before the main construction phase begins) via a two-stage design and build route. This report seeks approval to commence with the procurement process, with the final contract award being subject to a subsequent decision based upon an evaluation of tenders.

The report supports the Council Plan Wirral Working Together 2023-27, specifically the themes: People-Focussed Regeneration and Safe, Resilient and Engaged Communities and Protecting Our Environment.

This matter affects Birkenhead and Tranmere Ward and is a key decision.

Decision:

The Director of Regeneration and Place has decided to proceed with a procurement exercise to appoint a contractor on a two-stage design & build contract to deliver a Pre-Construction Services Agreement and Enabling Works Package for the Dock Branch North Infrastructure Project.

Reasons for the decision:

The Council requires a contractor to provide a RIBA Stage 4 design via a two-stage design and build contract route and enabling works package under a PCSA form of contract with a route to a fixed price construction contract.

This process is to ensure the project progresses and that funding deadlines are met so that the project can transform a disused railway cutting into an active travel corridor and Park, reclaiming a disused green corridor which cuts through central Birkenhead.

Alternative options considered:

To start the tender process after the Dock Branch Rail corridor has been acquired by the Council. This has been discounted as the Council will not be able to demonstrate to the funder (Liverpool City Region Combined Authority - LCRCA) that we have a deliverable project in the funding timeline (Phase 1 delivery by March 2027).

To procure a design lead for the RIBA4 design without contractor involvement. This was discounted due to the reasons outlined in section 1.2.
