The Director of Regeneration and Place has approved the award of a Pre-Construction Services Agreement (PCSA) to Seddon Construction Limited, to provide design development and construction advice to inform a fixed price for the main base build construction works for the new Birkenhead Market Hall. The cost of the PCSA is £188,487.31. A contingency amount of £50,000 will be built into the budget to cover for any additional surveys that may be required.

This appointment enables a design and build contractor to carry out pre-construction services in relation to the refurbishment of the existing Argos retail unit to provide a new Market Hall for Birkenhead.

A procurement process has been undertaken via a compliant third-party framework and with four bids received and evaluated by the project team resulting in a recommendation to appoint Seddon Construction Limited who offered the most economically advantageous tender. The tender evaluation is set out in the exempt Appendix 1.

Appendix 1 is not for Publication by virtue of paragraph(s) 3 of Part 1 of Schedule 12A of the Local Government Act 1972.

The alternative option is to not award the PCSA, and the redevelopment of the Argos store does not progress.

The decision has been taken under Part 3 Section C - Overview and Scheme of Delegations of Authority to Officers as the decision is not reserved to a Committee or Sub-Committee and the Director is satisfied that paragraphs 2(a) to 2(c) apply.
