The Director of Finance has approved the direct award of a contract utilising the G cloud 14 network to Namos Solutions Limited for a two year term commencing on 1 April 2025 at an overall contract price of £172,958 for the purpose of technical support for the Oracle Fusion ERP system including ticketed support and associated software.

The Oracle ERP Fusion Financials system is a comprehensive cloud-based financial management solution designed to streamline and automate financial processes for organisations. It integrates core financial functions such as general ledger, accounts payable, accounts receivable, asset management, and cash management, providing real-time visibility into financial performance. The system supports compliance with global accounting standards, enhances decision-making through advanced analytics, and improves operational efficiency by automating routine tasks.

The Oracle Finance system has been in operation to from 1 April 2023. A contractor was appointed from the outset to provide maintenance and support to the Oracle system and other software packages. That contract is expiring on 31 March 2025.

 It has been necessary to appoint a new contractor to provide this support and software as described below

·  Base Support Base support tickets for support and resolution for Oracle Cloud ERPM

·  Call-Off Time Base Service days for support and resolution for Oracle Cloud ERPM

·  Justransform Justransform is the integration platform provided to the Council for the integration of Oracle Fusion ERP. This will consist of 1 Initial connection and 3 subsequent connections.

·  Direct Debit Enablement of sending new Direct Debit instructions to customers’ bank electronically.

·  Making Tax Digital Integrated solution component with Oracle Cloud ERP to automate MRB submissions to HMRC.

·  Construction Industry Scheme Automated processing for the correct deductions to allow compliance with the Construction Industry Scheme. The G- Cloud 14 catalogue enables the Council to make a direct award to Namos Solutions Limited. This was the only company available under this network that could meet the Council’s requirements

The use of internal staff resources to support the ERP system has been considered. However there not the staff resource available with the capacity and skills available to fulfil this task.
