Decision:
The Director of Regeneration and Place has
approved that the intended
appropriation for educational purposes of the land edged red on
the
plan annexed to this report being Public Open Space Green Space
(“the
Site”) be advertised under Section 122 of the Local
Government Act
1972.
Reasons for the decision:
The school rebuilding programme funded by the
Department for
Education carries out major rebuilding and refurbishment projects
at
schools and sixth form college buildings across England, with
buildings
prioritised according to their condition. Bids were submitted for
four
Wirral schools to be included in this programme, and it has
been
confirmed that Riverside and Mosslands have been accepted.
The plan is for the new build Riverside Primary School, Brighton
Street,
Seacombe, Wirral, Merseyside, CH44 6QW to be rebuilt over the site
of
the current existing school. This necessitates the full decant of
the
existing school into a temporary full accommodation facility
located on
and within the site – SEE APPENDIX 2. Currently the site area
has a
recreational provision with 2 decommissioned bowling greens
which
are fenced off – SEE APPENDIX 1. Following completion of the
new
school build the school will fully decant into the newly built
permanent
provision. It is intended that the temporary school provision
within the
Blue Lined area on the plan in - Appendix 3, will cease and the
area will
revert to Public Open Green Space, with scope for future
development
by Wirral’s parks department.
The remaining redlined area - SEE APPENDIX 3 will be retained
for
educational use, given this additional area will form part of
a
compliance requirement under Building Bulletin 103: Area
Guidelines
for Outdoor Physical Education space within New Build 1 Form
Entry
Mainstream Schools. Extending the school boundary to incorporate
the
site and appropriating it in part for educational use is considered
as
being in the public interests of the Council as a whole to meet
future
educational demands.
If no substantive objections are received following the
advertisement
requirements of section 122 of the Local Government Act 1972
a
further published decision will be sought with a view to
appropriating
the Site for educational use.
If any substantive objections to appropriation are received, they
will be
considered by the Director of Regeneration and Place, and he
will
consider whether or not to make determination to appropriate the
Site
from Public Open Space to Educational purpose considering the
representations made.
Alternative options considered:
The alternative would be not to consult, in
which case the Council
would not be able to make a decision about the appropriation of
the
land in the future.
Alternative locations of the school were carefully considered
and
discounted for practical reasons.
