Purpose:

This report requests that the Director of Regeneration and Place agrees to award a construction contract to Springfield Mobile (Lancs) Ltd. The contract will allow for the rental of a double mobile classroom for a 104 week period by the Riverside Primary School, Wallasey (“the school”).  Due to an increase in Special Educational Needs (“SEND”) pupils at the school additional classroom capacity is required prior to the proposed rebuild programme at the school.

 

The decision supports the delivery of the Wirral Plan 2021 – 2026 Brighter Futures theme by working together for brighter futures for our children, young people and their families by breaking the cycle of poor outcomes for all regardless of their background.

 

This decision affects the Seacombe Ward. This is not a Key Decision.

Decision:

Resolved – That Springfield Mobiles (Lancs) Ltd be awarded the contract for the supply and installation of a temporary double mobile classroom at Riverside Primary School, Wallasey within approved budget and as the highest scoring tenderer in accordance with the lowest fixed price criteria.

 

Reasons for the decision:

Due to an increase in SEND pupils at the school additional classroom capacity is required prior to the proposed rebuild programme at the school. The hire period of the additional accommodation will ensure that safe and sufficient learning space is provided to all pupils at the school.

 

A detailed specification of requirements was issued in October 2022 and tendering exercise undertaken. Five bids were received. The bids were scored on a fixed price basis with Springfield Mobile (Lancs) Ltd meeting the necessary criteria and submitting the lowest fixed price tender.

 

Alternative options considered:

Increasing SEND pupils at the school have necessitated additional capacity within the existing school building. The only alternative to the provision of temporary additional capacity would be to facilitate a temporary move of pupils to alternative schools.  This option has been discounted due to the disruption this would cause to pupils and parents.

 

Temporary classrooms are considered the best option prior to the new facility being completed.
