To consider the report of the Chair from the meeting of the Health & Care Performance Panel held on 16 March 2016.

 

Minutes:

The Chair of the Health and Care Performance Panel introduced the report which provided feedback on the key issues arising from the meeting held on 16 March 2016.

 

The report summarised information on:

 

  • CQC inspection of Cheshire & Wirral Partnership Trust (CWP);
  • Sensory Impairment Service;
  • Feedback from the CQC Quality Summit: Wirral University Teaching Hospital NHS Foundation Trust (WUTH);
  • Future Arrangements and Work Programme for the Panel; and
  • Actions Arising from the Meeting.

 

The Chair updated the Committee on the following:

 

  • That as a result of a CQC inspection of Cheshire & Wirral Partnership Trust (CWP), the Trust had received a rating of ‘Good’.

 

  • That as a result of a CQC inspection of Wirral University Teaching Hospital (WUTH), the Trust had received a rating of ‘Requires Improvement’, although CQC are confident that the direction of travel is improving.

 

  • That a special meeting of the Health & Care Performance Panel, held in May, had reviewed the draft Quality Accounts of the four main local health providers. Formal responses had been sent on behalf of members to these providers.

 

Resolved - That the report of the meeting of the Health and Care Performance Panel held on 16 March 2016 be noted.

The Chair of the Health and Care Performance Panel introduced the report which provided feedback on the key issues arising from the meeting held on 12 January 2016.

 

The Chair introduced the report and updated Members on the following activity undertaken by the Panel.

 

·  Macular Degeneration – Panel members would be discussing this at a future meeting

·  Continuing Healthcare - Panel members would be discussing this at  their next meeting

 

RESOLVED:

The Chair of the Health and Care Performance Panel introduced the report which provided feedback on the key issues arising from the meetings held on 28 September 2015 and 25 November 2015.

 

The Chair introduced the reports and updated Members on the following activity undertaken by the Panel.

 

·  Hospital Finance Report - Members would continue to monitor the financial situation at Wirral University Teaching Hospital.

   `

·  Complaints process for Adults Social Services

 

The Chair in relation to the concerns raised by Members at the Panel on 25 November 2015 regarding the complaints process for Adult Social Services suggested the following additional recommendation:

 

“Committee is aware of that, as more services delivered to users of social care are commissioned by independent providers, an accurate picture of user satisfaction will only be possible if the complaints data which is available for scrutiny includes that which is made to, or about a provider, as well as that which is made about services directly delivered by DASS. We therefore request that officers work to develop a mechanism to gather this from providers and so be able to produce reports which includes this data”

 

Further to a request received by Councillor Brightmore, the Chair indicated that Councillor Philip Brightmore was to be replaced as a member of the Panel and recommended that Councillor Irene Williams be appointed as a Member to the Panel.

 

RESOLVED: That

 

(1)  the report of the meetings of the Health and Care Performance Panel held on 28 September 2015 and 25 November 2015 be noted;

 

(2)  Committee is aware of that, the majority of services delivered to users of social care are commissioned from independent providers. Whilst Adult social care deal with all complaints referred to them by individuals regarding their provision it is recognised that not all complaints made directly to providers are captured through the formal procedure scrutiny would want to understand complaints including those made directly to providers as well as those forwarded to adult social care. We therefore request that officers work to investigate the cost and benefit of developing a mechanism to gather this information from providers and so be able to produce reports which includes this data; and

 

(3)  Councillor Philip Brightmore be replaced as a member of Health and Care Panel and Councillor Irene Williams be appointed as a Member to the Panel.

The Chair of the Health and Care Performance Panel introduced the report which provided feedback on the key issues arising from the meeting held on 20 August 2015.

 

The Director of Adult Social Services introduced the report and updated Members on the following activity undertaken by the Panel.

 

·  Review of the developing Out of Hours services as well as the preparations for winter pressures

 

·  The Chair on behalf of the Panel had submitted information to the CQC regarding the forthcoming planned inspection of Wirral University Teaching Hospital

 

·  To discuss outcome from the CQC inspection of Cheshire & Wirral Partnership Trust (CWP) undertaken in June following release of the inspection report.

Minutes:

The Chair of the Health and Care Performance Panel introduced the report which provided feedback on the key issues arising from the meeting held on 4 February 2015.

 

The Chair indicated that the Panel at its meeting had received a report regarding health scrutiny training requirements for Members; the Chair indicated that if any Members had any specific suggestions for scrutiny training these should be forwarded to Alan Veitch.

 

In relation to domiciliary care and in response to a Member, Ms Jacqui Evans, Head of Transformation, Department of Adult Social Services indicated that the providers were encouraged to work with the Ethical Care Charter, however some staff had requested a zero hours contract. Ms Evans indicated that the Department had regular contract monitoring meetings with providers and this issue would be kept under review.

 

A Member asked if all reports in relation to critical CQC inspections could be in the future shared with the relevant Ward members.

 

RESOLVED: That

 

(1)  the report of the meeting of the Health and Care Performance Panel held on 4 February 2015 be noted;

 

(2)  the Chair in consultation with the Spokespersons be authorised to finalise the responses to the draft Quality Accounts; and

 

(3)  all reports in relation to critical CQC inspections be shared with the relevant Ward members

Meeting: 02/12/2014 - Policy and Performance - Families and Wellbeing Committee (Item 32)

Minutes:

The Committee considered the report of the Chair of the Health and Care Performance Panel providing the feedback which arose from the meeting held on 20 October 2014.

 

The report indicated that the Panel had discussed and considered various reports in relation to the progress on the delivery of the recommendations arising from the Francis Scrutiny Review; quality framework and performance measures for the health and care sector in Wirral and future arrangements and work programme for the Panel.

 

The report concluded by outlining the summary of actions arising from the meeting.

 

A Member indicated that the review undertaken on the Francis report was an excellent piece of work undertaken by Members; he further commended the staff at Arrow Park Hospital for the care and medical attention his wife had received which was excellent and he commented that the attitude of the clinical staff was superb.

 

A Member commented that the Council needed to mindful of Wirral’s ageing population who will have complex needs and how the Council will be able to fill the gap on fewer resources.

 

 

RESOLVED:

 

That the Chair and Spokespersons of Families and Wellbeing Policy & Performance Committee be requested to write to the political group leaders to promote the concept of continuity of membership amongst members undertaking health scrutiny, given the length of time to develop a broad understanding of the subject.
