Conferment of the Title of Honorary Alderman

18 CONFERMENT OF THE TITLE OF HONORARY ALDERMAN / ALDERWOMAN pdf icon PDF 57 KB

The Council is requested to consider the following recommendation from the Licensing and General Purposes Committee at its meeting on 22 May 2019 (Minute No. 6 refers):

 

(1)  That the Council be recommended to confer the title of Honorary Alderman/Alderwoman on former Councillors Ron Abbey, Phil Davies, Gerry Ellis, John Hale and Chris Meaden in accordance with Section 249(1) of the Local Government Act 1972.

 

(2)  That the Council be recommended to confer the title of Honorary Alderman on former Councillor David Elderton for his eminent and exceptional service to the Council in accordance with Section 249(1) of the Local Government Act 1972.

The Council considered the recommendations from the Licensing and General Purposes Committee held on 22 May 2019 (minute 6 refers) in relation to the conferment of the title of Honorary Alderman / Alderwoman on former Councillors Ron Abbey, Phil Davies, David Elderton, Gerry Ellis, John Hale and Christine Meaden, in accordance with Section 249 of the Local Government Act 1972.

 

The Civic Mayor informed that the purpose of the meeting was purely to progress the business of conferment, and that a Civic Reception was being organised for the new Honorary Alderman / Alderwoman and their families and friends on the 24 July 2019 where the Political Group Leaders would pay tribute to the former Councillors.

 

The Civic Mayor reported that as set out in the agenda papers, Section 249 of the Local Government Act 1972 (as amended by Section 29(4) of the Local Democracy, Economic Development and Construction Act 2009) stated that a principal council, by a resolution passed by not less than two-thirds of the Members voting thereon, at a meeting of the Council specially convened for the purpose, may confer the title of Honorary Aldermen or Honorary Alderwoman on persons who had, in the opinion of the Council, rendered eminent service to the Council as past Members of that Council.

 

It was moved by Councillor Pat Hackett and seconded by Councillor Ian Lewis that the Council be recommended to confer the title of Honorary Alderman / Alderwoman on former Councillors Ron Abbey, Phil Davies, David Elderton, Gerry Ellis, John Hale and Christine Meaden in accordance with Section 249 of the Local Government Act 1972. It was,

 

Resolved (unanimously) - (52:0) (no abstentions) that the title of Honorary Alderman / Alderwoman be conferred on former CouncillorsRon Abbey, Phil Davies, David Elderton, Gerry Ellis, John Hale and Christine Meaden in accordance with Section 249 of the Local Government Act 1972.

The Council is requested to consider the following recommendation from the Licensing and General Purposes Committee at its meeting on 25 May, 2016 (Minute No. 4 refers):

 

That the Council be recommended to confer the title of Honorary Alderman on former Councillors Harry Smith and Pat Williams in accordance with Section 249 of the Local Government Act 1972.

The Council considered the recommendation from the Licensing and General Purposes Committee held on 25 May 2016 (minute 4 refers) in relation to the conferment of the title of Honorary Alderman to former Councillors Harry Smith and Pat Williams, in accordance with Section 249 of the Local Government Act 1972.

 

It was resolved:

 

That the Council be recommended to confer the title of Honorary Alderman on former Councillors Harry Smith and Pat Williams in accordance with Section 249 of the Local Government Act 1972.

 

An amendment moved by Councillor G. Watt, seconded by Councillor L. Rowlands proposed that the conferment of Honorary Alderman to those named within the report be taken as a separate vote.

 

In response to a Members’ question, the Head of Legal and Member Services advised the Council that the amendment was lawful;

 

Prior to the vote on the amendment put by Councillor G Watt, Councillor Jeff Green and five Conservative Members rose to request a ‘card vote’.

 

A ‘card vote’ was then taken and the Council divided as follows:

One abstention – Councillor P Hackett.

 

A vote was then on the Substantive Motion proposed by Councillor P Davies, seconded by Councillor G Davies.

 

Resolved- (40:17) (Two abstentions) that the title of Honorary Alderman on former Councillors Harry Smith and Pat Williams be conferred in accordance with Section 249 of the Local Government Act 1972.

Minutes:

  All Members of the Committee declared a non pecuniary interest in this matter by virtue of being acquainted with the former Councillors recommended to receive the title.

 

The Strategic Director of Transformation and Resources requested that Members give consideration to former Councillors Harry Smith and Pat Williams being recommended to Council for the conferment of the title of Honorary Alderman in accordance with Section 249 of the Local Government Act 1972.

 

Members were informed that Section 249 of the Local Government Act 1972 provides that the title of Honorary Alderman may be conferred by the Council on persons who have, in its opinion, rendered eminent service to the Council as past Members of the Council, (or a predecessor Council), but who are no longer Councillors.  The title is to be conferred by a resolution passed by not less than two thirds of the Members voting on it at a meeting of the Council specially convened for the purpose.

 

Honorary Aldermen would be invited to attend Council meetings in a non-participating capacity, they would also be invited to attend and take part in civic ceremonies and their names would be inscribed on a Roll of Honour board in Wallasey Town Hall.  They do not receive any allowances or payments under Sections 173 to 176 of the Local Government Act 1972.

 

It was reported that the Council had determined that former Members who have served twenty years on the Council or a predecessor Council are eligible for nomination to this Award and that currently former Councillors Harry Smith and Pat Williams were the only persons eligible to be appointed as Honorary Aldermen.

 

The Chair agreed that each former Member be considered separately.

 

It was moved by Councillor R Abbey and seconded by Councillor D Mitchell that -

 

“Former Councillor Harry Smith be recommended for the conferment of the title of Honorary Alderman.”

 

The motion was put and carried (5:3) (1 abstention).

 

It was moved by Councillor R Abbey and seconded by Councillor D Mitchell that –

 

“Former Councillor Pat Williams be recommended for the conferment of the title of Honorary Alderman.”

 

The motion was put and carried (9:0).

Resolved – That the Council be recommended to confer the title of Honorary Alderman on former Councillors Harry Smith and Pat Williams in accordance with Section 249 of the Local Government Act 1972.
