PRIVATE HIRE VEHICLE LICENCE - MERCEDES V250D, REGISTRATION NUMBER DG67 YUT pdf icon PDF 153 KB

Minutes:

The Managing Director for Delivery reported on an application received to licence a Mercedes V250D, registration number DG67 YUT as a private hire vehicle outside the current criteria which states that side and rear windows must allow at least 70% of light to be transmitted through.  The applicant also requested that the vehicle be exempt from displaying Private Hire Vehicle Licence plates and to exempt the drivers of the vehicle from wearing a Private Hire Driver Badge.

 

The owner of the vehicle was present at the meeting with the vehicle which Members of the Panel inspected.

 

Members considered the representations made and the draft web page/business plan submitted by the applicant.

 

Resolved –

 

(1)  That the Mercedes V250D, registration number DG67 YUT be approved.

 

(2)  That the proprietor of the Mercedes V250D, registration number DG67 YUT, be issued with a notice  providing an exemption from the requirement to display Private Hire Vehicle Licence plates on the vehicle and to exempt the drivers from the requirement to wear a Private Hire Driver Badge (which specifies that this exemption applies only to the type of corporate contract work outlined by the applicant).

 

(3)  That conditions be attached to the licence to restrict the use of the vehicle to corporate contract work.

PRIVATE HIRE VEHICLE LICENCE APPLICATION - FORD GALAXY, REGISTRATION NUMBER EN57 WTD pdf icon PDF 90 KB

Minutes:

The Managing Director for Delivery reported upon an application received to re-licence a Ford Galaxy, registration number EN57 WTD, beyond the normal over-age date for a licensed private hire vehicle. The vehicle had been licensed as a private hire vehicle since 13 June 2017 and the current licence was due to expire on 10 January 2018, however it had been extended to the date of this meeting. The vehicle had been examined at one of the Council’s authorised testing stations and the pass certificate was available for Members.

 

The owner of the vehicle was present at the meeting with his vehicle which members of the Panel inspected. 

 

Resolved – That the application to re-licence the Ford Galaxy, registration number EN57 WTD be granted for a further six months.

EXEMPT INFORMATION - EXCLUSION OF THE PRESS AND PUBLIC

The following items contain exempt information.

 

RECOMMENDATION:  That, under section 100 (A) (4) of the Local Government Act 1972, the public be excluded from the meeting during consideration of the following items of business on the grounds that they involve the likely disclosure of exempt information as defined by the relevant paragraphs of Part I of Schedule 12A (as amended) to that Act. The Public Interest test has been applied and favours exclusion.

Minutes:

The Managing Director for Delivery reported upon an application received by Mr LS for the grant of a Private Hire Driver Licence.  Mr LS attended the meeting together with his Manager and made representations in respect of his application.

 

Members considered the representations made by Mr LS and his Manager.

 

Members gave due consideration to the representations made and exercised their rights to consider each case on its individual merits in light of the representations made.

 

Resolved – That Mr LS’s application for the grant of a Private Hire Driver Licence be approved.

Minutes:

The Managing Director for Delivery reported upon an application received by Mr JSB for the grant of a Private Hire Driver Licence.  Mr JSB attended the meeting and made representations in respect of his application.

Members gave due consideration to Mr JSB’s representations and exercised their rights to consider each case on its individual merits in light of the representations made.

 

Resolved – That Mr JSB’s application for the grant of a Private Hire Driver Licence be approved.

The Managing Director for Delivery reported upon an application received by Mr IGK for the grant of a Private Hire Driver Licence.  Mr IGK attended the meeting and made representations in respect of his application.

Resolved (3:1) – That Mr IGK’s application for the grant of a Private Hire Driver Licence be approved.

The Managing Director for Delivery reported upon an application received by Mr APL for the grant of a Private Hire Driver Licence.  Mr APL attended the meeting and made representations in respect of his application.

PRIVATE HIRE AND HACKNEY CARRIAGE DRIVER LICENCES (DRL)

Minutes:

The Managing Director for Delivery reported upon an application received from Mr DRL to consider whether he should be granted a Private Hire and Hackney Carriage Driver Licence. 

 

Mr DRL did not attend the meeting.

 

Resolved That Mr DRL be instructed to attend a future meeting of the Licensing Panel should he wish to pursue his application.

Minutes:

The Managing Director for Delivery reported upon an application received from Mr DSP to consider whether he should be granted a Private Hire Driver Licence. 

 

Mr DSP did not attend the meeting.

 

Resolved That Mr DSP be instructed to attend a future meeting of the Licensing Panel should he wish to pursue his application.
