Resolved – That Councillor A Hodson be appointed Chair for this meeting.

MEMBERS' CODE OF CONDUCT - DECLARATIONS OF INTEREST

Members of the Panel are asked to declare any disclosable pecuniary and non pecuniary interests, in connection with any application on the agenda and state the nature of the interest.

OVERAGE VEHICLE - TOYOTA PRIUS, REGISTRATION NUMBER LT59 WNJ pdf icon PDF 78 KB

Minutes:

The Director of Governance and Assurance reported upon an application received to re-licence a Toyota Prius, registration number LT59 WNJ, beyond the normal over-age date for a licensed private hire vehicle. The vehicle had been previously licensed as a private hire vehicle since 21 June 2019 and the current licence was due to expire on 10 September 2019, however it had been extended to the date of this meeting. The vehicle had been examined at one of the Council’s authorised testing stations and the pass certificate was available for Members.

 

The owner of the vehicle was present at the meeting with his vehicle which members of the Panel inspected. 

 

Resolved – That the application to re-licence the Toyota Prius, registration number LT59 WNJ be granted for a further six months.

OVERAGE VEHICLE - VAUXHALL INSIGNIA, REGISTRATION NUMBER DU09 DTK pdf icon PDF 78 KB

Minutes:

The Director of Governance and Assurance reported upon an application received to re-licence a Vauxhall Insignia, registration number DU09 DTK, beyond the normal over-age date for a licensed private hire vehicle. The vehicle had been previously licensed as a private hire vehicle since 11 October 2013 and the current licence was due to expire on 25 September 2019.  On expiry of a previous licence on 25 March 2019 the Licensing Panel had granted a licence for a further six months. The vehicle had been examined at one of the Council’s authorised testing stations and the pass certificate was available for Members.

 

The owner of the vehicle was present at the meeting with his vehicle which members of the Panel inspected. 

 

Resolved – That the application to re-licence the Vauxhall Insignia, registration number DU09 DTK be granted for a further six months.

Minutes:

The Director of Governance and Assurance reported upon an application received to re-licence a Toyota Prius, registration number PE59 LUJ, beyond the normal over-age date for a licensed private hire vehicle. The vehicle had been previously licensed as a private hire vehicle since 30 March 2016 and the current licence was due to expire on 16 September 2019. The vehicle had been examined at one of the Council’s authorised testing stations and the pass certificate was available for Members.

 

The owner of the vehicle was present at the meeting with his vehicle which members of the Panel inspected. 

 

Resolved – That it be delegated to officers to issue a licence in respect of the Toyota Prius, registration number PE59 LUJ further to the works specified being carried out to the satisfaction of the Licensing Officers.

 

56.

EXEMPT INFORMATION - EXCLUSION OF THE PRESS AND PUBLIC

The following items contain exempt information.

 

RECOMMENDATION:  That, under section 100 (A) (4) of the Local Government Act 1972, the public be excluded from the meeting during consideration of the following items of business on the grounds that they involve the likely disclosure of exempt information as defined by the relevant paragraphs of Part I of Schedule 12A (as amended) to that Act. The Public Interest test has been applied and favours exclusion.

PRIVATE HIRE DRIVER LICENCE (KD)

Minutes:

The Director of Governance and Assurance reported upon an application received by Mr KD for the grant of a Private Hire Driver Licence.  Mr KD attended the meeting and made representations in respect of his application.

 

Members considered the representations made by Mr KD.

 

Members gave due consideration to the representations made and exercised their rights to consider each case on its individual merits in light of representations made.

 

Resolved (4:1) (Councillor A Hodson dissenting) - That Mr KD’s application for the grant of a Private Hire Driver Licence be approved.

58.

PRIVATE HIRE DRIVER LICENCE (CJP)

Minutes:

The Director of Governance and Assurance submitted a report for Members to consider whether Mr CJP’s Private Hire Driver Licence should be renewed.  Mr CJP attended the meeting and made representations.

 

Members gave due consideration to Mr CJP’s representations and exercised their rights to consider each case on its individual merits in light of the representations made.

 

Resolved - That Mr CJP’s Private Hire Driver Licence be renewed.
