PRIVATE HIRE VEHICLE LICENCE, TOYOTA PRIUS, REGISTRATION NUMBER LT59 WNJ pdf icon PDF 78 KB

Minutes:

The Director of Governance and Assurance reported upon an application received to re-licence a Toyota Prius, registration number LT59 WNJ, beyond the normal overage date for a licensed private hire vehicle.  The vehicle had been previously licensed as a Private Hire Vehicle since 21June 2019 and the current licence was due to expire on 13 March 2020, the date of the meeting.  The vehicle had been examined at one of the Council’s authorised testing stations and the pass certificate was available for Members. The owner of the vehicle was present at the meeting with his vehicle which members of the Panel inspected. 

 

Resolved –

 

That the application to re-licence the Toyota Prius, registration number LT59 WNJ be granted for a further six months.

PRIVATE HIRE VEHICLE LICENCE APPLICATION, RENAULT LAGUNA, REGISTRATION NUMBER EY10 ZDZ pdf icon PDF 78 KB

Minutes:

The Director of Governance and Assurance reported upon an application received to re-licence a Renault Laguna, registration number EY10 ZDZ, beyond the normal overage date for a licensed private hire vehicle.  The vehicle had been previously licensed as a Private Hire Vehicle since 23 October 2014 and the current licence was due to expire on 13 March 2020, the date of the meeting.  The vehicle had been examined at one of the Council’s authorised testing stations and the pass certificate was available for Members. The owner of the vehicle was present at the meeting with his vehicle which members of the Panel inspected. 

 

Resolved –

 

That the application to re-licence the Renault Laguna, registration number EY10 ZDZ be granted for a further six months subject to the front number plate being replaced and the alloy wheel on the front driver’s side being repainted.

PRIVATE HIRE VEHICLE LICENCE APPLICATION, SKODA SUPERB, REGISTRATION NUMBER P22 PDJ pdf icon PDF 77 KB

The Director of Governance and Assurance reported upon an application received to re-licence a Skoda Superb, registration number P22 PDJ, beyond the normal overage date for a licensed private hire vehicle.  The vehicle had been previously licensed as a Private Hire Vehicle since 13 December 2018 and the current licence was due to expire on 27 March 2020.  The vehicle had been examined at one of the Council’s authorised testing stations and the pass certificate was available for Members. The owner of the vehicle was present at the meeting with his vehicle which members of the Panel inspected. 

 

Resolved –

 

That the application to re-licence the Skoda Superb, registration number P22 PDJ be granted for a further six months.

APPLICATION TO APPROVE A PEUGEOT 5008 TO CARRY SIX PASSENGERS pdf icon PDF 73 KB

Minutes:

The Director of Governance and Assurance reported upon an application to approve a Peugeot 5008 as a Private Hire Vehicle to carry 6 passengers.

 

The applicant attended the meeting with his vehicle which was inspected by Members.

 

Resolved –

 

That the application to licence the Peugeot 5008 as a PHV to carry 6 passengers be approved subject to the following conditions:

 

  • The vehicle may carry 6 passengers when undertaking school contract work

 

·  The vehicle may only carry 4 passengers when undertaking Private Hire work at all other times

PRIVATE HIRE VEHICLE LICENCE APPLICATION, LTI TXII, REGISTRATION NUMBER DK56 EOW pdf icon PDF 79 KB

The Director of Governance and Assurance reported upon an application received to licence a LTI TXII, registration number DK56 EOW beyond the age permitted in the Council’s Policy for licensing Hackney Carriage Vehicles.The vehicle had been examined at one of the Council’s authorised testing stations and the pass certificate was available for Members. The owner of the vehicle was present at the meeting with his vehicle which members of the Panel inspected. 

 

Resolved –

 

That the application to licence the LTI TXII, registration number DK56 EOW be granted for six months.

 

127.

EXEMPT INFORMATION - EXCLUSION OF THE PRESS AND PUBLIC

The following items contain exempt information.

 

RECOMMENDATION:  That, under section 100 (A) (4) of the Local Government Act 1972, the public be excluded from the meeting during consideration of the following items of business on the grounds that they involve the likely disclosure of exempt information as defined by the relevant paragraphs of Part I of Schedule 12A (as amended) to that Act. The Public Interest test has been applied and favours exclusion.

128.

PRIVATE HIRE DRIVER LICENCE (BJN)

Minutes:

The Director of Governance and Assurance introduced a report to consider whether Mr BJN should continue to hold a Private Hire Driver Licence. Mr BJN attended the meeting and made representations. Members gave due consideration to the representations made and exercised their right to consider each case on its individual merits in light of the representations made.

 

Resolved That –

 

1)  Mr BJN’s be allowed to continue to hold a Private Hire Driver licence

2)  Mr BJN must succesfully complete a Driver Awareness Course no later than 10 April 2020.

3)  Should Mr BJN fail to complete the course within the time specified his Private Hire Driver Licence be revoked with immediate effect

4)  Mr BJN be issued with a written warning from the Licensing Panel

 

 

129.

PRIVATE HIRE DRIVER LICENCE (WJJ)

Minutes:

The Director of Governance and Assurance reported on an application to received by Mr WJJ for the grant of a Private Hire Driver Licence. 

 

The applicant was unable to attend the meeting.

 

Resolved –

 

That the applicant be invited to attend a future meeting of the Licensing Panel should he wish to pursue his application.

PRIVATE HIRE DRIVER LICENCE (APR)

Minutes:

The Director of Governance and Assurance reported upon an application received by Mr APR for the grant of a Private Hire Driver Licence.  Mr APR attended the meeting and made representations in respect of his application.  Members gave due consideration to the representations made and exercised their right to consider each case on its individual merits in light of the representations made.

 

Resolved –

 

That Mr APR’s application for the grant of a Private Hire Driver Licence be approved.

PRIVATE HIRE DRIVER LICENCE (GC)

Minutes:

Director of Government and Assurance reported upon an application received by Mr GC for the grant of a Private Hire Driver Licence.  Mr GC attended the meeting and made representations in respect of his application.

Members gave due consideration to the representations made and exercised their right to consider each case on its individual merits in light of the representations made.

 

In determining the matter Members also gave serious consideration to their overriding responsibility in respect of the protection and safety of the public.  The Panel applied the principle of proportionality enshrined within the Human Rights Act 1998.

 

Resolved (5:1) –

 

That Mr GC’s application for the grant of a Private Hire Driver Licence be refused.

132.

PRIVATE HIRE DRIVER LICENCE (MJE)

Minutes:

The Director of Governance and Assurance introduced a report to consider whether Mr MJE should continue to hold a Private Hire Driver Licence.

 

Mr MJE was unable to attend the meeting.

 

Resolved –

That the applicant be instructed to attend the next meeting of the Licensing Panel.
