MEMBERS' CODE OF CONDUCT - DECLARATIONS OF INTEREST

Members are asked to consider whether they have personal or prejudicial interests in connection with any item(s) on this agenda and, if so, to declare them and state what they are.

Members were asked to consider whether they had personal or prejudicial interests in connection with any items on the agenda and, if so, to declare them and state what they were.

 

Councillor J Williams declared a personal interest in respect of item 3 by virtue of being acquainted with some of the residents who had submitted objections to the application (minute 6 refers).

 

Members were reminded that they should also declare, pursuant to paragraph 18 of the Overview and Scrutiny Procedure Rules, whether they were subject to a party whip in connection with any items to be considered and, if so, to declare it and state the nature of the whipping arrangement.  No such declarations were made.

REVIEW OF EXPERIMENTAL TRAFFIC REGULATION ORDER FOR OLDFIELD DRIVE, HESWALL pdf icon PDF 94 KB

The Director of Technical Services reported upon the requirement of the Panel to review the Experimental Traffic Regulation Order (ETRO), introduced on Oldfield Drive, Heswall to reduce the amount of motor vehicles using this part- surfaced Byway.

 

Mr R Tutchings, Rights of Way Officer, circulated maps of the area and further documentation received from Mr Greaves dated 11 March 2012.  He outlined the report and responded to questions from Members.

 

Mrs Rushbrook, resident of Oldfield Drive, attended the meeting together with her son and made representations in respect of her objections to the Traffic Regulation Order being made permanent.

 

Members considered all representations made orally and in writing.

 

Resolved -

 

(1)  That the contents of the report be noted.

 

(2)  That the Panel recommend to the Sustainable Communities Overview & Scrutiny Committee that the existing Experimental Traffic Regulation Order (ETRO) is made permanent (Option A in Section 7 of the report).

Councillor J Williams declared a personal interest in respect of this matter (see minute 4 ante).

 

The Director of Technical Services reported upon two objections received to the proposal to introduce a No Waiting At Any Time (NWAAT) Traffic Regulation Order (TRO) on Townfield Lane, Oxton as part of a Local Safety Scheme.  The proposal promoted the Council’s Corporate Priorities in improving road safety.

 

Mr D Male, Technical Services, outlined the report and responded to questions from Members of the Panel.

 

Councillor A Brighouse, Ward Councillor, attended the meeting together with local residents.  Councillor Brighouse and the local residents in attendance made representations regarding their objections to the Scheme.

 

Members noted that subsequent to a concern raised by a local resident querying the action that would be taken if residents could not access their properties due to vehicles being parked over driveways, Mark Smith, Technical Services, confirmed that enforcement action would be carried out by the Council if requested by residents.

 

Members considered all representations made orally and in writing.

 

Resolved -

 

(1)  That the objections be noted.

 

(2)  That the proposed scheme consisting of a NWAAT TRO as shown on Drawing No. TS0395B0 attached to the report, be recommended to the Sustainable Communities Overview and Scrutiny Committee for approval and implementation.

PETITION: REQUEST FOR TRAFFIC CALMING MEASURES IN NASEBY CLOSE, UPTON pdf icon PDF 75 KB

The Director of Technical Services reported upon a 34 signature petition that had been submitted by a Ward Member in August 2011 requesting traffic calming measures in Naseby Close, Upton.

 

The report concluded that this road was already subject to a 20mph speed limit and that physical calming features would present significant implementation problems given the layout of driveways, footways and drainage.  The report recommended that the Sustainable Communities Overview and Scrutiny Committee be informed that no further action should be taken in respect of this petition but that the situation would continue to be monitored.

 

Members considered all representations made orally and in writing.

 

Resolved -

 

(1)  That the petitioners’ request for traffic calming measures to slow the speed of traffic in Naseby Close be noted.

 

(2)  That it be recommended to the Sustainable Communities Overview and Scrutiny Committee that no further action is taken in respect of the petition but that the situation will continue to be monitored.

The Director of Technical Services reported upon an objection received to the proposal to revoke a length of daytime waiting restriction (No Waiting 8am - 6pm) in Dial Road, Tranmere.

 

Mr P Barton, Technical Services, outlined the report and responded to questions from Members of the Panel.

 

Mr C Cooper, local resident made representations to Members of the Panel regarding his objections to the revocation of the daytime waiting restriction.

 

Members considered all representations made orally and in writing.

 

Resolved -

 

(1)  That the objection be noted.

 

(2)  That the proposal to revoke the length of No Waiting 8am - 6pm as shown on drawing DTS/1/1 attached to the report, be recommended to the Sustainable Communities Overview and Scrutiny Committee for approval and implementation.
