Members' Code of Conduct - Declarations of Interest

Members of the Committee are asked to declare any disclosable pecuniary and non pecuniary interests, in connection with any items on the agenda and state the nature of the interest.

 

Minutes:

Members were asked to consider whether they had any disclosable pecuniary or non pecuniary interests in connection with any item(s) on this agenda and, if so, to declare them and state what they were. No such declarations were made.

Objections: Local Area Forum Scheme: Proposed Pedestrian Refuge, Kings Road, Bebington pdf icon PDF 78 KB

The Deputy Director of Technical Services reported upon objections received to the proposal to introduce a pedestrian refuge island on King’s Road, Bebington near to it’s junction with Bentfield Gardens.

 

Prior to consideration of this item, the Deputy Director of Technical Services circulated a letter received from Cannon A Samuels, Vicar, Christ Church, Bebington raising concerns regarding the impact the proposals would have on traffic and parking.

 

Cannon A Samuels also requested further information regarding the traffic census and requested that consideration be given to the creation of dedicated parking “pull-ins.” In view of the concerns raised by Cannon Samuels, the Deputy Director asked the Committee if consideration of this item could be deferred to allow Officers to investigate the points raised by Cannon Samuels.

 

Resolved – That:

 

(1)  consideration of this item be deferred to allow the Deputy Director of Technical Services to investigate the points raised by Cannon A Samuels; and

 

(2)  the Deputy Director of Technical Services be requested to bring the item back to future meeting for further consideration.

Objections: Cycling Strategy/Safer Routes to School Scheme - Manor Lane/Withens Lane pdf icon PDF 91 KB

The Deputy Director of Technical Services reported upon an objection received to the proposal to introduce a ‘No Entry’ Traffic Regulation Order at the junction of Manor Lane and Withens Lane, Liscard/New Bighton.

 

Mr M Peet and Mr D Rees, Technical Services outlined the report and responded to questions from Members.

 

The Deputy Director of Technical Services responded to Members queries and indicated that there was a requirement to provide adequate signage but he would look at trying to rationalise this in that area.

 

Members considered all the representations made in writing.

 

Resolved – That:

 

(1)  the objection be noted; and

 

(2)  the proposed scheme to introduce a “No Entry” Traffic Regulation Order at the junction of Manor Lane and Withens Lane, Liscard/New Brighton, as shown on Drawing No. 3573 attached to the report, be recommended to the Sustainable Communities Overview and Scrutiny Committee for approval and implementation.

The Deputy Director of Technical Services reported upon objections received to the proposal to introduce a ‘Puffin Crossing’ on Spittal Road, 100m West of its junction with Jocelyn Close, Spital.

 

Prior to consideration of the item, the Deputy Director of Technical Services reported that he had been contacted by a Member indicating that the plan circulated with the report had omitted the bus stop on the Three Stags side of Spital Road. A revised plan was circulated at the meeting and Mr M Peet and Mr D Rees, Technical Services outlined the report and responded to questions from Members.

 

In response to Members queries, it was indicated that the objection initially raised by the Merseyside Fire and Rescue Service had been formally withdrawn. 

 

Members considered all the representations made in writing.

 

Resolved – That:

 

(1)  the objection be noted; and

 

(2)  the proposed scheme to introduce a Puffin Crossing on Spital Road, 100m west of it’s junction with Jocelyn Close, Spital as shown on Drawing No. TP2711b0 attached to the report, be recommended to the Sustainable Communities Overview and Scrutiny Committee for approval and implementation.
