Appointment of Chair

Minutes:

A motion was proposed and duly seconded that Councillor Steve Williams be appointed as Char for the Committee and for the duration of the municipal year.

 

Resolved – That Councillor S Williams be appointed as Chair for this meeting and for the duration of the municipal year.

The Panel considered the report of the Head of Environment and Regulation that considered a proposal to incorporate the parking lay-bys fronting 261 to 289 Woodchurch Road into the Prenton Resident Parking Scheme following a recommendation from a meeting of the Highways and Traffic Representation Panel on 16 July 2014.

 

During the Panel meeting held on 16 July 2014 it was resolved that ‘ enquires are to be made into the possibility of allowing parking provisions in nearby resident parking zones and that the outcome is reported back to a future meeting of the Highways Panel.’ (Minute 10 refers).

 

Mr K Rodgers, Network Manager, explained that since the previous meeting, discussions have been had with between Officers and residents of 261 to 289 Woodchurch Road which established that residents would prefer to be included in the Prenton Resident Parking Scheme.

 

Members heard that the Prenton Resident Parking Scheme operates from Monday to Saturday between 8am and 6pm and includes some bays where non – permit holders can park for up to 60 minutes to cater for visitors to local businesses.

 

A Member questioned the impact on local businesses. Mr Rodgers informed Members that businesses are encountering similar parking problems to residents.

 

Mr Bowden, Lead Petitioner addressed the Committee and responded to questions from Members. It was noted that the Residents are now satisfied with the new proposal.

 

Members considered all representations made orally and in writing.

 

Resolved – That:

 

The Panel notes the content of the report and recommends to the Regeneration and Environment Policy and Performance Committee that a 12- month experimental traffic regulation order adding the parking lay- bys fronting 261 to 289 Woodchurch Road to the Prenton Resident Parking Scheme ( Zone E) shall be advertised and that the impact of the order shall be monitored and representations considered during that period and appropriate amendments made if necessary prior to the order being made permanent.

Members were advised that in advance of the Panel a request had been received by the Lead Petitioner asking for an adjournment due to his unavailability on the specified date.

 

Due to Member and Officers pre booked commitments it was not possible to agree a date in advance of the Environment and Regeneration Policy and Performance Committee on 22nd September.

 

Members all agreed that the application be deferred to a future meeting of the Highways and Traffic Representation Panel on Friday 17th October 2014. Recommendations from this Panel would then be considered at the Environment and Regeneration Policy and Performance Committee on 5 November 2014.
