Apologies were received from Councillors Janette Williamson, Pat Cleary, and Phil Gilchrist, all of whom had deputies standing in for them, as well as from Councillor Steve Hayes.

MEMBERS' CODE OF CONDUCT - DECLARATIONS OF INTEREST

Members are asked to consider whether they have any disclosable pecuniary and / or any other relevant interest, in connection with any item(s) on this agenda and, if so, to declare them and state the nature of the interest.

Minutes:

Members of the Sub Committee were asked to declare any disclosable pecuniary and non-pecuniary interests, in connection with any item on the agenda and state the nature of the interest. No such declarations were made.

EXEMPT INFORMATION - EXCLUSION OF THE PRESS AND PUBLIC

The following item contains exempt information.

 

RECOMMENDATION – That in accordance with section 100A (4) of the Local Government Act 1972, the public be excluded from the meeting during consideration of the following item of business, on the grounds that it involves the likely disclosure of exempt information as defined by paragraph 1 of Part 1 of Schedule 12A (as amended) to that Act.

On a motion by the Councillor Yvonne Nolan, seconded by Councillor Lesley Rennie, and agreed by assent, it was –

 

Resolved - That, under section 100 (A) (4) of the Local Government Act 1972, the public be excluded from the meeting during consideration of the following items of business on the grounds that they involve the likely disclosure of exempt information as defined by paragraphs 1 and 3 of Part I of Schedule 12A (as amended) to that Act

APPOINTMENT OF ASSISTANT DIRECTOR: LEISURE, LIBRARIES & CUSTOMER ENGAGEMENT

To interview the short listed candidates for this post.

Minutes:

The Panel interviewed the short listed candidate for the post of Assistant Director: Leisure Libraries & Customer Engagement.

 

On a motion by Councillor Yvonne Nolan, seconded by Councillor Lesley Rennie, it was –

 

Resolved – That Andy McCartan be appointed to the post of Assistant Director: Leisure Libraries & Customer Engagement.

5.

APPOINTMENT OF ASSISTANT DIRECTOR: HIGHWAYS & INFRASTRUCTURE

To interview the short listed candidates for this post.

 

Minutes:

The Panel interviewed the short listed candidate for the post of Assistant Director: Highways & Infrastructure

 

On a motion by Councillor Yvonne Nolan, seconded by Councillor Chris Carubia, it was –

 

Resolved – That the candidate be offered a further opportunity to act up into the post of Assistant Director: Highways and Infrastructure for a period of six months and that the Assistant Director of Human Resources and Operational Development brings back a further report to the committee detailing the options in relation to the permanent appointment to the post.

AD: CONSULTANT IN PUBLIC HEALTH REPORT

Minutes:

 

Resolved – That a decision in relation to the establishment of the post of Assistant Director: Consultant in Public Health, be deferred and the Director of Public Health be requested to bring a further report to the Sub-Committee detailing the financial implications in terms of the staffing budget and wider Public Health Grant expenditure and assurance that the relevant issues have been considered by the Adult Social Care and Public Health Committee.
