Minutes:

The Assistant Director for Law and Governance submitted the minutes of the meeting of the Committee held on 20 April 2017.

 

RESOLVED:

 

That the minutes of the Committee held on 21 June 2017 as amended be confirmed as a correct record.

 

Page 6 Councillor C Muspratt; The litter pick at Bebington High School was made by members of the Church and not children from Christ Church School.

 

Page 7 Councillor D Mitchell not Councillor C Muspratt raised concern about cleaning and tidying up at Eastham Ferry as the land is owned by Peel Holdings it is difficult to clean there; At that location there a 6- 8 benches the area is overgrown and Councillor Mitchell felt it was overlooked as a potential Grot Spot Site.

UPDATE PROVIDED BY MERSEYSIDE FIRE AND RESCUE SERVICES

Update by Constituency Manager Fergus Adams on behalf of Ritchie Clarke- Station Manager.

 

Minutes:

In the absence of Merseyside Fire and Rescue Service, the Constituency Manager provided the Committee with an update.

 

  There have been 37 deliberate secondary (ASB) fires in Wirral South from 1st June 2017 to date

  The only repeat locations have been near to The Oval Sports Centre with 2 fires and 4 fires on Whitfield Common involving grass/gorse

  A location of concern is the former Archers Public House on Mark Rake. There was a fire in this building in August

.

 

RESOLVED: - That Members note the update from Merseyside Fire and Rescue Service.

UPDATE FROM MERSEYSIDE POLICE

 Neighbourhood Inspector Georgina Minnery.

Minutes:

Neighbourhood Sergeant Mark Kennedy addressed the committee.

 

Crime statistics

 

•  April -> June 2017 – 808 reported crimes

 

•  July -> Sept 2016 – 730 reported crimes

 

•  July -> Sept 2017 - 969 reported crimes 

 

(239 increase, based on the same period of 2016)

 

These cover the following criteria (acquisitive crime) - Burglary Other - Burglary Community/ Business– Burglary Dwelling + Residential – Theft of and Theft from.

 

•  1st April – 30th June 2017 -> 133 incidents

 

•  1st July - September 2016 -> 183 incidents

 

•  1st July - September 2017 -> 197 incidents

 (Increase of 14 incidents when comparing the two)

 

Updated on recent crimes

 

The crash at Moreton Spur involved a stolen motorbike.

 

3 males arrested in Liverpool in relation to burglaries in Eastham and Bebington no charges so names can’t be released.

 

 A 26 year old man Connor Crawford has been charged for burglary in Spital.

 

Questions

What does charged mean?  Going to Court date set and could be remanded in custody.

 

Councillor D Mitchell, Who is involved in Home Watch Schemes as his wife is a co-ordinator but has received no contact from anyone? Advised to speak directly to Ray Squires as he is involved in co-ordinating the Home Watch Scheme as it is a community initiative.

 

Councillor L Rowlands, Figures and trends are the crimes being committed going up or down compared to previous years, how many are solved?

Detected and solved will bring back this information regarding this to the next meeting.

 

Councillors: The behaviour of parents on New Chester Road stopping in two lanes to drop off their children to school as so many park cars in first lane. Problems also about parking for Christ the King on the corner of All Port Road parents even park on the other side of the carriage way and then have to cross over both lanes of traffic to get to the school this is really dangerous.

Other hot spot schools are Brackenwood, Norbury Close major congestion with parents driving into the cul de sac to drop and pick up children.

Congestion at the crest of Heath Road and St Edmonds Gardens close by Wirral Grammar Boys and Girls Schools.

 

Could Police Officers work with parents to change their behaviour any extra activity would be greatly appreciated by the Council and the Police?

Also D Armstrong to be given a list of the concerned schools.

 

 

Councillor Ward asked about grass culture are crimes recorded- crime stoppers have had a big rethink about how they tackle this drugs problem.

Did the Police know of any hot spots or have experienced any use?

 

The Police could not comment on this.

 

M Craig- New Ferry Community haven’t heard anything about the Police Investigation and are frustrated since the arrests made it has gone quiet- they need to know if someone is going to be found responsible, some of the Insurance Companies as there is no one to pin the blame on or being found guilty haven’t  ...  view the full minutes text for item 73.

THE HIVE- WIRRAL YOUTH ZONE UPDATE AND UPTAKE FROM WIRRAL SOUTH YOUNG PEOPLE

Stuart Barnes - Chief Executive, The Hive, Wirral Youth Zone.

 

Gave a presentation to the Committee on the Hive- Wirral youth zone with an update and uptake from Wirral South’s Young People.

 

Questions 

The affordability of the fare to attend the Hive in Central Birkenhead even with the £2 ticket which is only valid to 8.30pm talks taking place with Mersey travel to extend the time to 10.30pm even so this is still a barrier for them to attend.

Travelling home at 10pm from Birkenhead Bus Station concerns were raised about the local vicinity and not feeling safe.

The Hive unlike other youth Centre’s is not empty during the day as it is booked by schools to use.

EASTHAM WALK IN CENTRE UPDATE

To receive a verbal update from Councillor Phil Gilchrist.

Minutes:

Councillor Gilchrist provided the committee with a verbal update on Eastham Walk in Centre.

 

The average figures for numbers attending the Walk in not the Clinic in July they were 1,411 908 from Wirral 370 from Cheshire and 91 from North Wales. Cheshire and North Wales pay Wirral CCG for this service. Three staff members on senior grades have been taken away due to targets not being met at Arrowe Park Hospital.

 

There had been a meeting with Ward Councillors and the NHS and also Simon Banks Chief Officer of Wirral CCG attended a Council’s scrutiny Committee meeting held in September a resolution was passed “This scrutiny committee calls upon the CCG to recognise this as a formal request for reinstatement of the service and respond to the concerns raised.” 

 

 

Concerns were raised about bus route changes which would affect anyone from the Bebington area as it would now take 2 buses to get to Arrowe Park due to the closure of the Centre at Eastham.

 

At the AGM of the CCG questions were raised about Eastham Walk in Centre were but there were still many unable to be asked as this was cut short by their officers so the concerns could not be raised in full. There seemed to be avoidance from them on getting back onto the subject of the Walk in Centre.

 

The following motion was moved by Councillor Gilchrest and it was unanimously seconded by all the committee members:

 

UNANIMOUSLY RESOLVED :-

 

This committee

1. Condemns the closure of the valued local facility at Eastham Walk in Centre.

2. Objects to the way in which ‘temporary’ closure was brought about with inadequate consultation and limited notice.

3. Wishes to highlight the resultant distress and inconvenience caused to residents in the communities of southern Wirral who face reduced transport links to the service at Arrowe Park.

4. Calls upon the Clinical commissioning Group to re-instate this local service without further delay.

5. Requests the Constituency Manager to convey this resolution to officers of the Clinical Commissioning Group.

Report detailing the issues experienced by communities throughout Wirral South on a ward by ward basis.

The aforementioned issues have been collated by the Wirral South Community Representatives and compiled by the Engagement Officer in this report as a standing item on the Wirral South Constituency Committee agenda.

The Constituency Manager asked the committee due to the time the comprehensive representative’s written report and note the progress in the report.

Resolved :- The report was unable to be sent out with the minutes so as the members have not had time to read the report this item is deferred till the next meeting.

Q1. NHS Wirral Clinical Commissioning Group and partners have decided to close the services at Eastham Walk in Centre and announced it 5 days before the ceasing of services. As far as I can tell they have not adhered to their Statutory Duty under the Health and Social Care Act 2012 to fully engage with the public, patients, carers and service users. Can you supply list of stakeholders and patients, service user’s reps, who have been involved, copies of governance papers and correspondence, related to this matter?

 

Q2. NHS Wirral Clinical Commissioning Group and partners, have stated that the recent closure is only a “temporary measure” and therefore I would appreciate confirmation of when Eastham Walk in Centre will fully re-opening?

 

Q3. Can you set out your long-term plans for developing services at Wirral NHS Eastham Walk in Centre and at other Wirral South locations?

Q4.  Closer cross party working on Eastham Walk in Centre he has organized a petition on change .org and also has a written petition, a face book page has been set up Friends of Eastham NHS Walk in Centre; please encourage people to make posts on it.

Q5. The Delamere Centre Eastham provided an update in the Social Isolation Scheme met with Constituency Manager as Community Rep. K Sutton not well the launch date has been delayed.

Q6. Wirral Society of Arts an open invitation had been sent to all Councillors for 6 October very few responses, if unable to make that date group ward visits could be arranged.

Q7. Cross party working this doesn’t appear to be happening now over the New Ferry Disaster as the Conservatives are going back on the agreement to pursue funding from the Government.

The Council have used money from the reserves but more is still needed from Central Government.

It was brought up that the victims in the Grenfell Towers Fire all were given £5,000 but nothing given as New Ferry not seemed by Central Government a big enough disaster.

URGENT BUSINESS APPROVED BY THE CHAIR

The Chair proposed that the committee need to spend 2 half days to discuss New Ferry, Eastham Walk in Centre, Green belt issues and development of the Acre Lane site.
