PRIVATE HIRE VEHICLE LICENCE APPLICATION - FORD MONDEO, REGISTRATION NUMBER YC09 JBE pdf icon PDF 77 KB

The Corporate Director for Business Management reported upon an application received to re-licence a Ford Mondeo, registration number YC09 JBE, beyond the normal over-age date for a licensed private hire vehicle.

Minutes:

The Corporate Director for Business Management reported upon an application received to re-licence a Ford Mondeo, registration number YC09 JBE, beyond the normal over-age date for a licensed private hire vehicle.  The current licence was due to expire on 5 May 2019 but had been extended to the date of this meeting.  The vehicle had been examined at one of the Council’s authorised testing stations and the pass certificate was available for Members.

 

The owner of the vehicle was present at the meeting with his vehicle which members of the Panel inspected. 

 

Resolved – That the application to re-licence the Ford Mondeo, registration number YC09 JBE be granted for a further six months.

HACKNEY CARRIAGE VEHICLE LICENCE APPLICATION, FORD TOURNEO CUSTOM A-CABBI pdf icon PDF 109 KB

Minutes:

The Corporate Director for Business Management submitted a report requesting Members consider an application to approve the Ford Tourneo Custom A-Cabbi rear loading wheelchair accessible vehicle to be licensed as a Hackney Carriage Vehicle.

 

The applicant attended the meeting together with an independent homologation engineer.  The applicant also presented examples of the type of vehicles proposed to be licensed which were viewed by Members of the Licensing Panel.  The applicant and the independent homologation engineer made representations in respect of the application.

 

Members were provided with comments from the Council’s Interim Traffic Network Engineer in respect of the use of rear loading wheelchair accessible vehicles on hackney carriage ranks and the safety implications of loading a passenger from the road into such vehicles.

 

A report was presented by the applicant which he advised Members related to the safety of the vehicle.  This report had not previously been provided to the Licensing Authority.

 

Members considered that further time was needed to read the report presented which required that the meeting be adjourned.

 

Further to consideration of the information provided by the Council’s Interim Traffic Manager Members considered that it would be appropriate to undertake a consultation exercise in respect of the use of rear loading vehicles being licensed as Private Hire Vehicles and Hackney Carriage Vehicles.

 

Resolved

 

(1)  That this matter be adjourned.

 

(2)  That officers undertake a consultation exercise in respect of the use of rear loading vehicles being licensed as Private Hire Vehicles and Hackney Carriage Vehicles.

(2)  That officers undertake a consultation exercise in respect of the use of rear loading vehicles being licensed as Private Hire Vehicles and Hackney Carriage Vehicles.

EXEMPT INFORMATION - EXCLUSION OF THE PRESS AND PUBLIC

The following item: Item 3 – Private Hire Licence (JP) contains exempt information.

 

RECOMMENDATION:  That, under section 100 (A) (4) of the Local Government Act 1972, the public be excluded from the meeting during consideration of the following item of business on the grounds that they involve the likely disclosure of exempt information as defined by the relevant paragraphs of Part I of Schedule 12A (as amended) to that Act. The Public Interest test has been applied and favours exclusion.

PRIVATE HIRE DRIVER LICENCE (CJP)

Minutes:

The Corporate Director for Business Management submitted a report requesting the Panel to consider whether to renew Mr CJP’s Private Hire Driver Licence.

 

Mr CJP attended the meeting and made representations.

 

Members considered the representations made by Mr CJP regarding the circumstances of his convictions as well as other material information relevant to the renewal of his Private Hire Driver Licence in respect of his conduct.

 

Resolved -

 

(1)  That Mr CJP’s Private Hire Driver Licence be renewed until 30 August 2019.

 

(2)  That Mr CJP provide a medical report from his consultant to the Licensing Officer.

 

(3)  That Mr CJP successfully complete an anger management course by 30 August 2019.
