Resolved – That

 

1.  the continuation of the pooled fund arrangement for 2020/21 be approved;

 

2.  the key principles set out in the pooled fund agreement 2019/20 be incorporated into the pooled fund agreement 2020/21, including the risk share arrangement, be approved;

 

3.  the indicative value and content of the pooled fund be approved; and

 

4.  approval is given to the progression of the development of the Section 75 pooled fund agreement 2020/21, to be signed by the Director of Care and Health and Strategic Commissioning with authorisation from the Leader of the Council as a strong leader decision.

On a motion by Councillor K Hodson and seconded by Councillor B Berry it was:

 

Resolved (7:7 and on the Chair’s casting vote) – that the application be refused on the following grounds:

 

 

The proposed development would be of a scale that would not be consistent with the prevailing height and form of neighbouring properties and the street scene at this part of Grosvenor Road and Cable Road where the overall and predominant character of properties is 2-storey.  The additional storey proposed would not relate well to its immediate surroundings with regard to the proposed form of development which, by reason of the width of Grosvenor Road and the relationship of residential properties at the junction of Cable Road with Grosvenor Road, would result in an overbearing and unacceptably dominant impact that would result in a detrimental change in the character of this part of Grosvenor Road.  Furthermore, having regard to the close proximity of Nos 3 & 5 Cable Road with the development proposed, the additional storey would result in an unsatisfactory and undesirable impact on the amenities of the occupiers of those properties.  The proposed development would therefore be contrary to Policy HS4 (Criteria for New Housing Development) and Supplementary Planning Document 2 (Designing for Self-Contained Flat Developments and Conversions) and the provisions of Paragraph 118 (e) of the National Planning Policy Framework.

 


25/06/2020 - Wirral Summer Coastal Plan 2020 (COVID19) ref: 4698    Recommendations Approved

To manage behaviours, control local environmental quality and anti-social behaviour, and provide insofar as is possible a “safe environment” for those who do choose to visit the Coastal locations - New Brighton and West Kirkby - and Parks and Countryside areas as the Covid-19 restrictions are eased.

a) the information contained in this report regarding the implementation of a Coastal and Parks / Countryside plan for Wirral designed to manage the anticipated rise in visitor numbers to Wirral Coastal, Parks and Countryside areas as a result of restrictions imposed by the COVID19 pandemic be noted
b) the implementation of the plan for a 12-week period be supported and ratified
c) the financial implications to the effect of circa £477k against COVID19 budgets should the plan run for the proposed duration be noted
