18/06/2024 - ARRANGEMENTS WITH WIRRAL GROWTH COMPANY FOR DELIVERY OF BIRKENHEAD PRIMARY SUB STATION. ref: 5674 Recommendations Approved
This report sets out a proposal for the Council to enter into a funding agreement with Wirral Growth Company LLP (WGC) to allow it to procure, via a specialist contractor Ameon Utilities Limited, the delivery of a primary sub-station in Birkenhead Town Centre. Scottish Power Energy Network (SPEN), the electricity provider for the region has advised that the network in and around Birkenhead is operating at capacity and without the investment in a new primary substation the network will be unable to support future demand for electricity that will be generated from the implementation of projects drawn from the Council’s on-going regeneration plans for the area.
The project is ready to be delivered and when operational, the primary substation will help to support investment in a range of new developments that when completed will help to create a regenerated town centre which is a long-standing priority for the Council as reflected in the Wirral Council Plan 2023-2027 and the Birkenhead 2040 Framework. The recommendations contained in this report directly support the key priority within the Council Plan to “Continue our ambitious regeneration programme through increased investment, jobs and new businesses throughout the borough”,It also supports the people focused regeneration theme of the Council plan.

entrance to the site off Grange Old Road be sold to Hassett Homes
Ltd; and
(3) The above transaction shall proceed on the terms as set out in

11/06/2024 - OUTCOME OF THE PUBLIC HEALTH RE-COMMISSIONING PROCESS FOR SEXUAL AND REPRODUCTIVE HEALTH SERVICES ref: 5672 Recommendations Approved
On the 6th of March 2023, the Adult Social Care and Public Health Committee authorised the Director of Public Health to recommission Sexual and Reproductive Health Services in Wirral (for an Integrated Sexual Health Service and Community HIV and STI Support Service). The Committee, delegated authority to the Director of Public Health to award the tender to the successful bidder(s) following the tender process. This report provides an update on the recommissioning process and seeks a decision on the outcome in relation to the Community HIV (human immunodeficiency virus) and STI (sexually transmitted infections) Support Service.
The process has concluded, the tenders received have been fully evaluated according to the Council’s procurement rules and the Director of Public Health is recommended to award the contract to the successful bidder, Sahir House. Current commissioning arrangements expire at the end of August 2024.

The Director of Public Health has decided to approve the award of a five-year contract in relation to the Community HIV (human immunodeficiency virus) and STI Support Service commencing on 1 September 2024 and running until 31 August 2029 (with the option of two one-year extensions) at a total cost of £524,088 over the initial five-year term, to Sahir House within the approved budget and as the highest scoring tenderer in accordance with the Most Economically Advantageous Tender criteria.

The Director of Neighbourhoods has approved the award of a contract to Hako Machines Ltd Company Number 01414225) for the purchase of 2 Hako City Master 1650 sweepers (the Sweepers) at a cost of £202,948.48 exclusive of VAT for the purpose of weed growth control and removal within Wirral boroughs network of alleyways/passages.
The contract to purchase the Sweepers includes a 1-3 year warranty under which Hako Machines Ltd is obliged to provide 4 services of each 12 month period up to 2000hrs per year of use during the warranty period and the cost for this is a total of £23,312.63 exclusive of VAT in addition to the purchase price for the Sweepers.
The Sweepers have been purchased by direct award under Lot 5 of the YPO Contract framework, ref:0001170 Contract: Purchase, Lease and Hire of specialist Vehicles 3.5T and over, including associated products and services. The procurement exercise to purchase the Sweepers has been completed in accordance with the Council’s Contract procedure Rules and the Contract Procurement Regulations 2015.
