The report of the Strategic Commissioner for Environment considers an objection relating to the proposal to undertake a ‘casualty reduction scheme’ at the existing roundabout at Leasowe Road / Gardenside, Leasowe, as shown on plan DC/0322/100.

Resolved -

(1)  That the objection received and the Officers’ responses be noted; and

(2)  That the proposal as shown on attached drawing no. DC/0322/100, be approved for implementation.

The report of the Strategic Commissioner for Environment provided information on the proposal for a joint Liverpool City Region Intelligent Traffic Signals Contract. The report sets out the tender process for the provision of the Intelligent Traffic Signals Contract from April 2018.

Resolved –

(1)  That the content of the report be noted.

(2)  That the successful tenderer’s bid for Wirral Council’s element of the Liverpool City Region Contract for the provision of the Intelligent Traffic Signals Contract from April 2018 be approved, in accordance with the Council’s Constitution Part 3 Schedule 5 item (ix).

The report of the Strategic Commissioner for Environment considers an objection relating to the proposal to relocate the position of the existing zebra crossing in Upton Road, Noctorum as shown on plan DC/0305/100.

Resolved –

(1)  That the objection received and the Officers’ responses be noted; and

(2)  That the proposal as shown on attached drawing no. DC/0305/100, be approved for implementation.

The report of the Director of Finance and Investment gave the Collection Fund position along with distribution of any surplus / deficit to preceptors.

Resolved -

(1)  That the declaration of an estimated £1.70 million surplus balance position for the Council Tax proportion of the Collection Fund for the year ending 31 March 2018 be notified to the precepting bodies. Wirral’s share is £1.45 million.

(2)  That the declaration of the 2017/18 National Non-Domestic Rates (Business Rates) surplus/deficit position and 2018/19 initial forecast be made by the Cabinet Member for Finance & Income Generation in conjunction with the Director of Finance & Investment (Section 151 Officer) on, or before, 31 January 2018.

(3)  That any Council share of the ‘one-off’ distribution from the Collection Fund, currently estimated as surplus regarding Council Tax be added to the General Fund balances for use in supporting the General Fund budget.

(4)  That any surplus or deficit position arising from the estimated NNDR position as at 31 January 2018 be reflected in the 2018/19 budget and General Fund balances.

To authorise the request for Councillors Bernie Mooney and George Davies to attend the 'Future of Troubled Families: Supporting Families with Multiple Disadvantages' Event in London on 25 January 2018 - the event cost is £265 each plus travel, and accommodation on 24 January 2018.
