24/03/2023 - ACCEPTANCE OF TENDER AND AWARD OF CONTRACT FOR MINOR HIGHWAY PATCHING WORKS, CONTRACT REFERENCE B1 ref: 5202    Recommendations Approved

This report recommends acceptance of a tender from C and D Surfacing Limited, and award of a contract for the provision of the works to undertake bituminous and asphalt patching work on roads within Wirral.

 

The Wirral Plan 2021-2026 sets out the council’s vision to secure the best possible future for our residents, defined by the community prosperity we create and supported by our excellent people and services. This proposal directly supports the following key themes within that plan:

·  A prosperous inclusive economy where local people can get good jobs and achieve their aspirations; and

·  Safe, vibrant communities where people want to live and raise their families.

 

The purpose of the works provided under the proposed contract is to enable the council to meet its statutory duties under Section 41 of the Highways Act 1980, by undertaking repairs to dangerous defects on the council’s roads. The contract also enables proactive maintenance repairs to be made.

Resolved – That the Director of Neighbourhood Services has approved the award of the contract for the provision of works to undertake bituminous and asphalt highway patching work in Wirral to C and D Surfacing Limited (company registration number 07773726) as the most economically advantageous tenderer at a contract price of £1,411,046.


24/03/2023 - HM Probation Service, Wirral Council and Change Grow Live LTD - Partnership Working 'Dependency & Recovery' ref: 5200    For Determination

This report seeks approval for Wirral Council, as commissioner of drug and alcohol services in Wirral, to receive transfer of funds from Probation Service North West, allocated for partnership working between drug and alcohol treatment services and the criminal justice system.

 

This work has been developed jointly between Wirral Council and HM Probation Delivery Unit Wirral, in order to vary the existing contract for Change Grow Live Service Ltd, (CGL) Community Substance Misuse Public Health Contract.

 

The aim is to establish joint working relationships between The Probation Service, Local Authority and substance misuse services, through defining clear and concise support pathways for individuals within the Criminal Justice System, who have issues with addiction.

Resolved – That the Director of Public Health has approved the transfer of funds from Probation Service North West to Wirral Council in order to provide enhanced support for people with a drug or alcohol treatment need in the criminal justice system, via a variation of the existing drug and alcohol treatment contract for Wirral. 

 


08/02/2023 - NHS Health Checks (Primary Care Networks) Pilot ref: 5199    Recommendations Approved

This report seeks approval to deliver an NHS Health checks pilot using Primary Care Networks (PCN)/Service Delivery Units (SDU) as the service provider in collaboration with NHS Cheshire and Merseyside (Wirral Place).  PCNs will be paid by NHS Cheshire and Merseyside (Wirral Place) as part of a contract variation.

 

The service providers (PCN/SDU) already deliver this service across the borough and therefore this decision has potential to affect all Wards across the Borough. The decision is not a key decision.

 

The report supports the implementation of the Wirral Plan, Wirral Health and Wellbeing Strategy and NHSE 2023/24 priorities and operational planning guidance.

Resolved – That the Director of Public health has agreed to the contract variation proposal whereby NHS Cheshire and Merseyside (Wirral Place) will pay PCNs directly for the delivery of the pilot.  The total estimated value of pilot is £201,926 (with any adjustment needed in year).

 


24/03/2023 - Award of Lifting Equipment Contracts ref: 5201    Recommendations Approved

Following an open tender exercise and under delegation, the Director of Regeneration and Place approves the award of contracts for a range of lifting and other equipment to enable disabled and vulnerable residents to remain living independently in their homes. Each of the 6 contracts set out below will be awarded for a 3-year period with the option for a further 2 x 12month extensions.
