That the allocation of £56,295 received from the Ministry of Housing, Communities and Local Government’s Local Authorities Parks Improvement Funding to be spent in Mersey Park and Ilchester Park in accordance with the attached report, be approved.

 

The funds will be spent in Mersey Park and Ilchester Park to make improvements to the play areas and multi-use games areas, installing an activity trail, creating nature areas and improving signage.

The report of the Assistant Chief Executive sought approval for a public consultation exercise to be undertaken for a Tree Strategy. A Tree Strategy would provide a unified, high level, public facing document detailing a Borough wide vision for trees, woodland and hedgerows in Wirral. Pre-consultation activities have been undertaken as detailed in the report to inform a draft strategy to go out to consultation.

06/11/2019 - APPOINTMENT OF A PANEL MEMBER TO THE INDEPENDENT SCHOOL APPEAL PANEL ref: 4587    Recommendations Approved

The report of the Director of Governance and Assurance advises of the statutory requirement to appoint members to sit on Independent School Admission Appeals.

 

It invites the Cabinet Member for Children Families and Education to consider an application from a member of the public to sit on Independent School Admission Appeals Panels as a Panel Member.

05/11/2019 - 5-year concession contract for the delivery of a community leisure service based at Beechwood Recreation Centre ref: 4586    Recommendations Approved

Beechwood Recreation Centre was built in the early 1970’s, being managed and operated by Wirral Council until 2009, when the Centre was jointly managed by the Community Service Section and Beechwood Joint Management Committee. The staff were still employed by Wirral Council. Beechwood Joint Management Committee withdrew their services in 2011 and, as a result, the Centre has been managed and operated as part of the Leisure Services estate since April 2013. Since April 2013 Wirral Council has been approached by a number of community groups and organisations interested in taking over the management and operation of the Centre.

(1)  a 5-year concession contract for the delivery of a community leisure service based at Beechwood Recreation Centre be awarded to Tranmere Rovers; and

 

(2)  the Director of Delivery Services be authorised to enter into the grant of a lease of the Beechwood Recreation Centre at a rent based on the offer made by Tranmere Rovers Football Club on terms that the lease runs concurrently with the concession contract and is only granted after service of notices under the landlord and Tenant Act 1954 to exclude inappropriate grant of rights.

(1)  Cabinet recommends to Council an amendment to the Council Tax Reduction Scheme for Wirral to reduce the minimum amount payable for non protected groups from the current 22% to 12%; and

 

(2)  Cabinet recommends to Council an amendment to the Council Tax Reduction Scheme for Wirral to allow notifications in relation to Universal Credit to be treated as a claim for Council Tax Reduction.

That Cabinet:

 

(1)  approves the Full Business Case for the acquisition of the land and rights of Milton Pavement and unit 13-15 at St Werburgh’s Square thereby agreeing in principle for the Council to purchase these sites;

 

(2)  thereby authorises the Director of Economic and Housing Growth, in consultation with the Director of Finance and Investment to finalise the purchase of the sites on the terms that are substantially in accordance with the draft Heads of Terms set out at Appendix 2, noting that the Heads of Terms contain a number of conditions that must be satisfactorily met before the purchase can be deemed unconditional;

 

(3)  agrees that, once ‘Milton Pavements’ is acquired, this asset can be incorporated into the LLP Option Agreement on appropriate terms subject to approval of the LLP and the outcomes of consultation on regeneration plans; 

 

(4)  agrees that, once ‘Milton Pavements’ is acquired, this asset subject to planning permission and surveys can be demolished subject to the outcome of consultation on the regeneration plans;

 

(5)  agrees that the Council owned Birkenhead Market site can be incorporated into the LLP Option Agreement on appropriate terms and subject to the outcome of consultation on the regeneration plans; and

 

(6)  agrees that the site referred to as ‘Allport Lane – Bromborough’ be removed from the LLP Option Agreement.
