Officer Decision Notice recommending that the Director of Public Health approves the allocation of Drug and Alcohol Treatment and Recovery Improvement Grant (DATRIG) funding to the Wirral Substance Misuse Provider (CGL Services Ltd) for the period 1st April 2025 to 30th June 2025, at a value of £716,528, via a contract variation to their existing Public Health Contract (DN406009). This is in line with the provisional delivery and spending plan for DATRIG approved by the Adult Social Care and Public Health committee on the 4th March 2025.

This decision will be taken under urgency procedures.

Reason for urgency:
The provisional DATRIG delivery and spend plan were presented to the ASC & PH committee on 4th March 2025. The plan and funding were provisional as the funding had not been formally approved by the Treasury.

The contract variation is being requested to mitigate the presented risk. This will ensure the continuity and delivery of the essential drug and alcohol treatment and recovery service for the residents of Wirral whilst ensuring that legal governance is met. Failure to vary the contract will impact on service delivery to Wirral’s residents and create reputational risk to the Borough Council.

This request provides the authority for the requested value to cover a specific period from 1st April to 30th June 2025. Once final confirmation is received from the Treasury approving the provisional delivery and spending plan for DATRIG, a full and final report will be submitted to ASC&PH committee on the 10th June for ratification
