Item 3 - FINANCIAL MONITORING 2007-08


Summary:

This is one of a series of reports submitted throughout the year to highlight the financial performance of the Adult Social Services Department. The report identifies in-year financial pressures totalling £6.0m which the Departmental Management Team is confident can be managed to an overspend of £3.3m within the existing policy framework. Other options are being considered to contain this further with the aim of delivering as close to a balanced budget as possible.

Item 5 - ADULT SOCIAL SERVICES PROJECTED BUDGET 2008-2011


Summary:

This report informs Members of the Projected Budget for 2008-2011. It outlines the key financial changes to the department’s budget anticipated for this period. It is the departmental version of a report that Cabinet considers on the overall Council budget.


Recommendation:

(1) Members are asked to note the Projected Budget 2008/2011 as it reflects this department.

(2) That this Overview and Scrutiny Committee be informed of any Cabinet decisions that affect the projected budget.

Item 6 - ANNUAL COMPLAINTS REPORT


Summary:

This report provides an overview on the operation and effectiveness of the statutory Social Services Complaints Procedure for the year 1st April 2006 - 31st March 2007.

Information is provided on the background to the Social Services Statutory Complaints Procedure, information on lessons learnt from complaints and performance data for Adults Services, together with achievements for 2006/7 and future developments. The Appendix presents information in a format required by the Guidance to the Local Authority Social Services Complaints (England) Regulations 2006.

Item 7 - DEVELOPING LOCAL INVOLVEMENT NETWORKS ON WIRRAL: UPDATE


Summary:

The role of Local Involvement Networks (LINks) is to provide a stronger voice for local people in the planning, commissioning and provision of health and social care services. LINks will commence in areas where the local authority has responsibility for social services in April 2008. This report summarises the most recent national information about LINks and describes the arrangements for developing a LINk on Wirral.


Recommendation:

(1) Committee notes the progress made in preparing for Wirral LINk.

(2) A further report is submitted to Committee on establishing Wirral LINk.

Item 8 - LEARNING DISABILITIES TASK FORCE ANNUAL REPORT 2006-07


Summary:

This is a summary of the Learning Disability Task Force Annual Report 2006-07. The Report says that some things have got better for some people with Learning Disabilities but that there is still more work to be done. The report has come from the work that the Task Force has done over the past year. It mainly looks at health, employment and Hate Crime. These are issues that the Task Force feels that the government needs to do more work on to make sure that people with learning disabilities have better lives.


Recommendation:

That this report be noted.

Item 9 - DISCHARGE FROM HOSPITAL


Summary:

This report outlines the main issues of discharge from hospital, as reported at a seminar for Elected Members held on 10th October 2007. The report also makes recommendations for future action.


Recommendation:

(1) The issues raised by the Elected Member Seminar are reported to Overview and Scrutiny Committee throughout 2007/08.

(2) The results of the audit carried out by the PCT are reported early in 2008.

(3) All community based developments reported to Overview and Scrutiny Committee include an analysis of the potential input on discharge from hospital.

(4) In January 2008, Overview and Scrutiny Committee considers: the individuals’ experience, the lessons learned from complaints and the communication improvements for individuals about the process.

Item 10 - INFORMATION ITEM: YOUR DOCTOR, YOUR EXPERIENCE, YOUR SAY


Summary:

The national GP survey Your Doctor, Your Experience, Your Say was conducted on behalf of the Department of Health by Ipsos MORI. This was the largest ever survey of its kind aimed at patients treated by General Practice. The survey began in January 2007 with final returns submitted by 7 April 2007. The results were published on 23 July 2007.

This paper confirms the results of this national survey and presents the response of Wirral PCT particularly where performance falls below the national average.


Recommendation:

Members are asked to note the results of the National Patient Survey and the plans to address issues relating to pre-bookable appointments in particular.

Item 11 - INFORMATION ITEM: PREMISES DEVELOPMENT PROGRAMME


Summary:

A key remit for Wirral PCT is to provide a premises infrastructure to raise the level and range of medical services needed to keep pace with patient and public expectations for NHS services. The overall aim is to enhance the patient experience through improvements to the organisation of care and the quality of healthcare premises.

The PCT has three challenges to:

- ensure primary healthcare services can meet the changing expectations of patients and the public
- ensure we shift the focus of services towards promoting good health as well as treating disease
- manage long-term conditions e.g. diabetes, heart disease and obesity


Recommendation:

Members are asked to note the considerable improvements made and planned with regard to primary care estates with much improved facilities for patients.
