Item 3 - APPOINTMENT OF VICE CHAIR


Summary:

The Committee is requested to give consideration to the appointment of a Vice-Chair.

Item 4 - APPOINTMENT OF CO-OPTED MEMBERS


Summary:

The Committee is requested to give consideration to the appointment of co-opted members for the ensuing municipal year. For 2006/2007, the Committee appointed Ann Holme and Peter Smith of the Wirral Federation of Tenants and Residents Associations, with Charles Kennedy to act as their named deputy.


Recommendation:

That subject to the approval of the Council, Ann Holme and Peter Smith be appointed as co-opted members of the Housing and Community Safety Overview and Scrutiny Committee, with Charles Kennedy as their named deputy, for the ensuing municipal year.

Item 6 - AUDIT COMMISSION INSPECTION (MAY 2007) - STRATEGIC APPROACH TO HOUSING


Summary:

The purpose of this report is to advise of the outcome of the recent Audit Commission Inspection of Wirral’s Strategic Approach to Housing and the resultant actions required. The Strategic Housing Service provided by Wirral Council has been assessed as being a ‘good’ two star service with promising prospects for improvement.


Recommendation:

That the outcome and resultant actions of the recent Audit Commission Inspection of Strategic Housing Services be noted.

Item 7 - HMRI - NEWHEARTLANDS PERFORMANCE REVIEW (APRIL 2007)


Summary:

The purpose of this report is to advise of the outcome of the Audit Commission’s most recent assessment of the delivery of Housing Market Renewal in Merseyside, with particular attention given to how Wirral has been delivering Housing Market Renewal in Tranmere. The views of Committee are sought in response to the report and its findings.


Recommendation:

That the content of the Newheartlands Performance Review report (April 2007), be noted.

Item 8 - WIRRAL'S HOUSING MARKET RENEWAL PROGRAMME 2006-2008 END OF YEAR PROGRESS REPORT 2006/2007


Summary:

The purpose of this report is to provide an update to Members on the progress of the Housing Market Renewal Initiative in Wirral for the period April 2006 – March 2007.

Item 9 - STOCK TRANSFER MONITORING UPDATE (SEPT 06 - MAR 07)


Summary:

The purpose of this report is to provide a six monthly update to Members on the progress made by Wirral Partnership Homes (WPH) and Beechwood and Ballantyne Community Housing Association (BBCHA) in meeting the promises made in the original ‘Promise Offer’ consultation documents, which formed part of the housing stock transfer on 7 February 2005.

Members agreed previously that further reports would be brought to this committee on a six monthly basis. The last report was presented on 23 November 2006 detailing progress and outputs for the first six months of year 2006/2007, and this report provides the year end performance update for 2006/2007.

Both WPH and BBCHA are committed to achieving all the promises, and recognise the importance of working closely with Wirral Council to ensure that all promises are met. This report demonstrates that both WPH and BBCHA are achieving targets in line with the agreed timescales, and detailed progress on every promise can be found in the attached appendices.


Recommendation:

That Members note the content of this report and the progress made in meeting the promises made in the original “Promise Offer” consultation documents by both Wirral Partnership Homes and Beechwood and Ballantyne Community Housing Association.

Item 10 - SECTION 17 REVIEW - IMPLICATIONS FOR PLANNING (DEVELOPMENT CONTROL) AND CORPORATE INDUCTION PROCESSES


Summary:

The purpose of this report is for Members to consider the results of a Review of Section 17 of the Crime and Disorder Act 1998 and its impact upon some processes within Wirral Council. Specifically within that review are the issues of training of new staff and the consideration of crime and disorder matters within the Planning (Development Control) process.

That the report be noted.

Item 11 - ANNUAL REVIEW OF USE OF SECTION 30 DISPERSAL ORDERS IN WIRRAL - 2006/2007


Summary:

Section 30 of the Anti-Social Behaviour Act 2003 allows the Police, following consultation and agreement with the Council, to designate communities, suffering from significant levels of anti-social behaviour, as Dispersal Zones. Such designation, which has been used on nine occasions during 2006 – 2007, can lead to considerable reductions in levels of anti social behaviour in an area whilst in force. Further analysis based upon the use on Wirral of Section 30 Orders during the last two years does however illustrate ways in which the use of Section 30 Orders can be improved and lead to greater reductions in the levels of anti-social behaviour.


Recommendation:

That the review of the use of Section 30 Orders throughout Wirral in 2006/2007 be noted.

The purpose of this report is for Members to note the progress made by the Housing Division of the Regeneration Department over the last year and key objectives and resources implications for the future.
