Item 1 - VIRTUAL COMMITTEE - EXPLANATORY NOTE


Summary:

The purpose of the Virtual Committee is to bring to the attention of Council members (and the public) various matters where it is not considered necessary to report them to the Cabinet or Executive Board for a decision, nor to any of the overview and scrutiny committees. However, that does not preclude any Council member from requesting that an information item be added to the agenda of the relevant overview and scrutiny committee for further examination (see O & S Procedure Rule 9, within the Constitution).

The agenda for the Virtual Committee will be published on the 1st of each month, and any reports that become available during that month will be added to it (but if they are not ready until the end of the month they would be added to the subsequent month's agenda). Members will receive regular reminders of what items have been added, and copies of the reports will be filed in the Members' Room.

Where a report contains exempt information, the fact that it is so marked will ensure that only those authorised to do so can view it.

Item 2 - PORTFOLIO: SOCIAL CARE, HEALTH AND INCLUSION - SOCIAL SERVICES BUDGETARY CONTROL


Summary:

This report presents members with an update of the Action Plan to improve financial management arrangements within the Department of Adult Social Services. This update was requested by the Audit and Risk Management Committee when it met on the 28th June 2007. Members are asked to note the ongoing improvements that are being made as set out in the Audit Action Plan.

Item 3 - PORTFOLIO: STREETSCENE AND TRANSPORT SERVICES - BUILDING, HIGHWAY & ENGINEERING CONTRACTS - COST VARIATIONS


Summary:

There is a requirement under the Contract Procedure Rules to report to members cost variations on any Council contracts above a specified cost threshold. This report provides details of potential or actual cost variations on current capital building, highway and engineering contracts undertaken by the Department of Technical Services.

Item 4 - PORTFOLIO: REGENERATION AND PLANNING STRATEGY - CONSULTATION ON DRAFT NORTH WEST ESF CO-FINANCE PLAN 2007-2010


Summary:

This report sets out Wirral’s response to the latest development of the new North West European Social Fund (ESF) Programme for Skills and Employment. Members’ views are requested on the issues raised below and in the attached response to the draft Programme proposals. Wirral’s response is overwhelmingly in line with the Merseyside response – with the addition of a small number of comments.


Recommendation:

(1) Members are requested to comment on any issues raised.

(2) Members are also asked to agree that officers respond to the consultation process highlighting the issues outlined at Annexe 1 of this report. The proposed consultation response will be posted on the members’ virtual committee network to enable members to add any further comments before the deadline of 17th August.
