Minute 3 - TERMS OF REFERENCE AND MEMBERSHIP

The Advisory Committee was reminded that the Education and Cultural Services Select Committee had suggested that its elected members meet to consider terms of reference and the remaining membership. A report from the Director of Education and Cultural Services set out the terms of reference under which the Advisory Committee had previously operated and its then membership. Jim Lester, Head of Cultural Services Branch, stated that Maureen McDaid, Head of Youth and Community Service, had recently returned from two years secondment to the DfES and had been involved in the preparation of the Youth Green Paper, which would be published in the near future as a basis for consultation (see also minute 4 below). That document would emphasise the Government's increasing commitment to services for young people. The Council itself had made them a corporate priority, and it was suggested that the various targets within the Statement of Intent could be incorporated into the Advisory Committee's terms of reference. That proposal was accepted.

Members then considered suggestions for the overall membership of the Advisory Committee.


Minute Decision :

(1) That the following be recommended as terms of reference for the Advisory Committee:

(a) Subject to any regulations made by the Authority, to consider Youth Service matters affecting both the Authority, voluntary youth organisations and play providers and to make appropriate recommendations for consideration by the Education and Cultural Services Select Committee.

(b) In accordance with the Council's agreed priorities, to assist in the improvement of services for young people by supporting the following aims:

(i) to ensure that activities for young people are accessible and reflect their needs and aspirations;

(ii) to increase the number and quality of play areas;

(iii) to work actively through the Youth Service and other agencies to engage young people, to listen to them and to provide positive forms of recreation and activity;

(iv) to develop and implement a strategy for disaffected young people in a partnership that includes various Council departments;

(v) to support and encourage play schemes, holiday activities and outreach programmes for young people.

(2) That in relation to membership, it be accepted that the membership of the Advisory Committee should reflect the range of stakeholders involved in the provision of services to young people and therefore it be proposed that membership comprise the following:

8 members of the Education and Cultural Services Select Committee (3:3:2)
4 young people (1 from each youth forum)
2 representatives nominated by Youth Exchange
1 representative nominated by Wirral Play Council

together with co-opted members, to be appointed when the above complement is in place.

(3) That meetings of the Advisory Committee be open to members of the public.

(4) That the Advisory Committee receive reports on progress in relation to performance indicators once the relevant data is available.

(5) That consideration be given to ways of supporting the involvement of young people in the work of the Advisory Committee, particularly in relation to Youth Forums.
