Item 1 - MINUTES
Summary:
To receive the minutes of the meeting held on 18 November 2002, which have been approved by the Council without amendment.
Recommendation:
That the minutes be approved and adopted.

Item 2 - DECLARATIONS OF INTEREST
Summary:
Members are asked to consider whether they have any personal or prejudicial interests in connection with any of the items on this agenda and, if so, to declare them and state what they are.
Item 3 - RECRUITMENT OF INDEPENDENT MEMBERS
Summary:
The purpose of this report is to advise members of the resignation of one of the two independent members (Mrs Veronica Robertson), of the requirement to re-advertise current independent member positions, and to request that the Committee notes the arrangements for the appointment of a replacement.
Recommendation:
(1) That Mrs Veronica Robertson be thanked for her service to the Standards Committee over the past two years.
(2) That the party spokespersons consider any applications for independent membership, in consultation with the Borough Solicitor and Secretary, so that a report and recommendation to the Cabinet and to Council may be made.

Item 4 - STANDARDS COMMITTEES' ANNUAL CONFERENCE AND COMPLAINTS INVESTIGATION TRAINING
Summary:
The purpose of this report is to advise members of the second annual assembly of Standards Committees, to be held at the International Conference Centre in Birmingham on 9/10 June 2003 (details of the programme are attached), to invite the Committee to consider appropriate representation, and to identify items for training for members of the Committee regarding the local investigation of complaints - see also agenda item 6 below.
Recommendation:
That the Committee is requested to recommend appropriate member representation at the Standards Committees' Annual Conference, and whether in-depth training should take place on a Wirral or Merseyside basis.

Item 5 - STANDARDS BOARD - ANALYSIS OF COMPLAINTS
Summary:
The purpose of this report is to provide an analysis of complaints of breaches of the Members' Code of Conduct that have been received by the Standards Board, together with a brief indication of the nature of the complaint and the outcome. Members are asked to note the report.
Recommendation:
That the report be noted.

Item 6 - LOCAL INVESTIGATION OF COMPLAINTS BY STANDARDS COMMITTEES - LEGISLATIVE UPDATE
Summary:
This report sets out the current position in relation to the local investigation and determination of misconduct allegations and the current legislative timescale. Members are asked to note the report.
Recommendation:
That the report be noted.

Item 7 - STANDARDS COMMITTEE - FUTURE WORK PROGRAMME
Summary:
The purpose of this report is to advise members of the dates of diaried meetings of the Standards Committee in the forthcoming municipal year and to suggest an initial work programme. Members are asked to note the report.
