Summary:
The members of the Committee are asked to consider whether they have a personal or prejudicial interest in connection with any of the items on this agenda and, if so, to declare it and state the nature of such interest.
Item 2 - MINUTES
Summary:
The minutes of the previous meeting, held on 26 November, were accepted by the Council on 17 December.
Recommendation:
That the minutes be received
Item 3 - MATTERS ARISING
Summary:
To consider any matters arising out of the minutes that are not dealt with elsewhere on the agenda.
Item 4 - LOCAL GOVERNMENT OMBUDSMAN - REPORT ON COMPLAINT OF Mr C
Summary:
This report outlines the background to the Ombudsman’s report regarding a child care case. The Ombudsman has made a finding of maladministration and injustice against the Council.
Recommendation:
That the Committee:
(1) note the findings from the Ombudsman’s report and agree the actions proposed by the Director of Children's Services in response to the Ombudsman’s recommendations; and
(2) authorise the Acting Monitoring Officer and Proper Officer to respond to the Ombudsman setting out the response to the Ombudsman’s report as outlined in this report.

Item 5 - LOCAL GOVERNMENT OMBUDSMAN - COMPLAINTS - PROGRESS REPORT
Summary:
At the meeting on 26 November 2007, the Committee received an Action Plan for improving response times for complaints made to the Local Government Ombudsman and members were advised of performance in this area. As part of that Action Plan, it was agreed that regular reports would be made to the Committee on current performance.
Recommendation:
(1) That, subject to any comments that the committee might wish to make, the report be noted.
(2) That the Committee receive further reports on progress and performance.

Item 6 - REVISED ETHICAL REGIME FOR LOCAL GOVERNMENT - CONSULTATION
Summary:
The Local Government and Public Involvement in Health Act 2007 (“the Act”) provides, among other things, for a revised ethical framework for local government. This report sets out the proposed changes and the implications for the operation of this Committee. The Government has issued a consultation document on the proposed changes. The Committees views on a draft response to the Consultation are sought. It is also intended that this report will be considered by the Cabinet on 7 February 2008.
Recommendation:
(1) That the Committee’s views on the Consultation document are sought.
(2) That the Committee notes the likely increase in workload for it and the Monitoring Officer as a result of the proposed changes; and
(3) the Committee receives further reports on progress as appropriate.

Item 7 - EXEMPT INFORMATION - EXCLUSION OF MEMBERS OF THE PUBLIC
Summary:
The following item contains exempt information.
Recommendation:
That, under section 100 (A) (4) of the Local Government Act 1972, the public be excluded from the meeting during consideration of the following item of business on the grounds that it involves the likely disclosure of exempt information as defined by the relevant paragraphs of Part I of Schedule 12A (as amended) to that Act.
