Members were asked whether they had any personal or prejudicial interests in connection with any item(s) on the agenda and, if so, to declare them and state what they were.

The following declaration was made:

Councillor George declared a prejudicial interest in the following application by virtue of being the Director of a co-operative which has premises in the vicinity of the application site.

20076542 - Former Dale Inn Public House, Poulton Road, Seacombe - Variation of condition 5 on planning permission number 2005/6443 to extend hours from 08.00 am to 23.30 pm to 7.00 am to 23.30 pm on each day of operation .

Councillor George declared a prejudicial interest in the above application by virtue of being a Director of a co-operative which has premises in the vicinity of the application site and left the meeting while it was considered.

It was moved by Councillor Cocker and seconded by Councillor Kenny that the application be approved.

The motion was put and carried 8:2.


Minute Decision :

Resolved - (8:2) That the application be approved subject to the following condition:

The development to which this permission relates must be begun not later than the expiration of three years from the date of this permission.

Minute 169 - ENFORCEMENT ACTION - 52 CHESTERFIELD ROAD, EASTHAM - ERECTION OF ROLLER SHUTTERS OVER 2 METRES IN HEIGHT WHERE ADJACENT TO A HIGHWAY


Minute Text :

The Director of Technical Services submitted a report is to advising members of the unauthorised erection of a roller shutters measuring 2.9 metres in height at the above address.

He recommended that enforcement action be taken in this matter as it is considered that the roller shutters have a detrimental impact on the amenities of the occupiers of neighbouring residential properties.


Minute Decision :

Resolved - That the Acting Monitoring Officer and Proper Officer take enforcement action under Section 172 of the Town and Country Planning Act 1990 requiring the removal of the roller shutters within two months from the date of the enforcement notice taking effect.

Minute 170 - OFFICE OF THE DEPUTY PRIME MINISTER - PLANNING DELIVERY GRANT AWARD 2007/08


Minute Text :

The Director of Technical Services submitted a report and gave a presentation outlining the Planning Delivery Grant award to Wirral Council for 2007/08. The amount of grant awarded was due to all three BVPI targets for the determination of planning applications being exceeded, success on appeals, e-Planning criteria and improved performance in development plan preparation.

He reported that the grant was to be divided between the Technical Services, Corporate Services and Regeneration Departments and was to be used to improve the standard of planning services, including support for the Housing Market Renewal Initiative.

Members were asked to note the award and recommend to Cabinet that the apportionment of the grant between the three Departments, as outlined in the report now submitted, is agreed.

Resolved -

1. That the award of Planning Delivery Grant 2007/08 be noted.

2. That it be recommended to Cabinet that the apportionment of the grant between the three Departments be agreed as outlined in the report now submitted.
