Purpose:

A consultant is required to carry out a feasibility study for the proposed new link road through the proposed Hoylake Golf Resort as well as potential improvements to Saughall Massie Road and Heron Road, including: site investigation; basic outline horizontal and vertical alignments and budget cost estimates.

 

It is estimated that the Feasibility Study Commission is approximately £120,000 in value, and that the subsequent MSBC commission will be £80,000 in value. Both procurements will be funded from the £500,000 Reserve created for the development of major schemes.

Decision:

That:

 

1)  the commencement of a procurement exercise for the appointment of a consultant to carry out a feasibility study into a new link road at Saughall Massie be approved; and

 

2)  a subsequent procurement exercise for the appointment of a consultant to prepare a Major Scheme Business Case for a new link road at Saughall Massie be approved.
