OUTCOME OF THE PUBLIC HEALTH RE-COMMISSIONING PROCESS FOR THE HEALTHY CHILD PROGRAMME (FOR 0-19 YEARS) - HEALTH IMPROVEMENT

Purpose:

On the 19th of November 2020, the Adult Social Care and Public Health Committee authorised the Director of Public Health to recommission a range of services. Given the nature of this service, it was agreed that this should be formally authorised by the Children, Young People and Education Committee, which took place on the 1st of December 2020. This report provides an update on the recommissioning process and outcome.

The process has concluded, the tenders received have been fully evaluated according to Council procurement rules and the Director of Public Health will take the decision to award the contract to the successful bidder.

the winning tender for the Healthy Child Programme (for 0-19 years) Health Improvement which has been submitted and evaluated in accordance with Wirral Council Contract Procedure rules and approve the award of a one-year contract (with the option to extend for one year and a maximum value of £851,392) commencing on the 1st of September 2021 be accepted.

Reasons for the decision:

The current service contract is due to end on the 31st August 2021. A procurement exercise has been completed in accordance with Council Contract Procedure Rules and the successful bidder is the most economically advantageous, is fully compliant and is within allocated budget provision. The new contract will be in in place by the 1st September 2021. 

Alternative options considered:

Support provided via this contract is meeting identified need so it was not considered an option not to recommission the service, particularly in view of the current concerns for young people’s health as a result of the Covid-19 pandemic. The short-term contract period proposed for this service is being replicated across a range of services for children and young people to enable the development of a collaborative and joint commissioning approach across the local health and care system to  provide improved outcomes for children and young people.
