Decision:
The Director of Regeneration and Place has
agreed to approve the award of a Contract to JP Tisdale Limited
over a contract period of 8 weeks to undertake the Demolition of
Eastham Youth and Community Centre within approved budget and as
the highest scoring tenderer in accordance with the lowest fixed
priced criteria.
Reasons for the decision:
A detailed specification of requirements and
drawings were issued in June 2023 and a tender exercise was
undertaken. 3 bids were received with 1 bid being subsequently
withdrawn due to errors contained within the submitted tender. The
bids were then scored on the lowest fixed price basis with JP
Tisdale Limited submitting the lowest price tender.
The site of the former Youth and Community Centre had been declared
surplus following the construction of a new facility nearby, the
demolished site will be sold through the Asset Management, Estates
Team.
The Councils Contract Procedure Rules (Standing Orders) set out how
contracts are to be awarded by the Council in accordance with the
Procurement Strategy Requirements. The award will be underpinned by
a formal contract which will be drawn up by the Council’s
legal team.
Budget to fund the contract cost has been approved through the
Council’s Capital Programme.
Appendix 1 sets out the details of the tenders received. Appendix 1
contains exempt information as defined in Schedule 12A of the Local
Government Act 1972. It is in the public interest maintain the
confidentiality of Appendix 1 pursuant to Paragraph 3
‘Information relating to the financial or business affairs of
any particular person (including the authority holding the
information).’
Alternative options considered:
Eastham Youth and Community Centre has been
mothballed for several years following the construction of a new
facility for the youth centre nearby. During this time the building
has been heavily vandalised and fire damaged leaving the building
in an extremely poor and dangerous condition. The only option is to
demolish the building creating a space for onward sale and future
regeneration of the area.
