Decision:
The Director of Director of Children, Family
& Education has decided to award a Contract to Frank Rodgers
for the Sum of £373,819, with contingency sum of
£34,000 to be retained in the budget but not included in the
contract.
This will be grant funded by NHS England.
Contractor Start on Site: 22nd April 2024, subject to contract
being signed.
Contract Period: 12 to 15 weeks
Reasons for the decision:
The council have purchase and in the process
of renovating, a property to be used for the purpose of providing a
facility for children and young people with Learning Difficulties,
Autism and presenting mental health difficulties. The property will
provide a facility for up to three young people who are at risk of
attendance at Accident and Emergency, in need of assessment and
treatment for mental health issues (Tier 4 admissions), or in need
of a placement away from their normal residence. This would provide
a short break service offering a range of interventions to support
the young person, and their carers, at a time of crisis and
difficulty.
Following a tender exercise carried out by Prima Group, we
established of the three organisations to place a bid a preferred
contractor, which is Frank Rogers, they provided the lowest tender
and the earliest completion date. They have a start on site date of
25th March with a completion date of 18th August ready for service
opening in September.
Alternative options considered:
Award contract to an alternative provider to
bid. This option was rejected as costs where significantly higher
and completion timescales longer which would take us past deadline
date for opening the scheme.
Do nothing. This option was rejected as this service delivery is
considered to be an enabler to the efficient delivery of the social
care service and will aim to reduce the costs to the NHS,
associated with child admissions into tier 4.
